Although the risks of an outbreak from a proposed new US secure bio-defense and agricultural disease research lab are very low, the consequences would be worse at one of the mainland sites officials want than on the island where the work is currently done, says a draft report from the Homeland Security Department

In its ongoing efforts to stamp out all things terror-related, the US Department of Homeland Security has just released a giant report on its plans to build a mega bio-defense lab where scientists will study the Earth's deadliest diseases for humans and animals Basically, it will be a real-life version of that lab you saw in the recent A&E revamp of The Andromeda Strain Sounds awesome, right? The problem is that disease leaks from the lab are not entirely unlikely, according to the report
According to UPI:
The department also assessed the possibility of a terrorist attack releasing pathogens from the lab — which will work on the most infectious animal diseases, like Foot and Mouth; and on those most deadly to humans, like the Hendra and Nipah viruses The overall risk assessment for a release at the five mainland sites was "moderate" because of "the potential easy spread of a disease through livestock or wildlife" nearby, the statement said
The new lab, to be built in 2010, will replace an existing bio-defense lab on Long Island. That lab, called the Plum Island Animal Disease Center, is outdated and no longer useful.
DHS wants its researchers to study "zoonotic diseases" that hop from animals to people (can you say "bird flu"?), and to do that they need a facility at "bio-security level 4," the highest level Plum Island only goes up to level 3 About ten percent of the new facility will be at level 4

In a new AP article out today, a "government advisor" is painting a bleak picture of America under seige by the bird flu He claims that people might be too sick or too scared to go to work, companies could go bankrupt, and citizens might not have basic necessities Here's a snippet from that article, titled "Few companies prepared for a flu pandemic":
Public health specialists and the government are pressuring businesses to prepare for a worldwide outbreak of the bird flu or some other superstrain of influenza, a crisis that could bankrupt many companies if their workers are too sick or scared to show up and their supply chains disappear
The concern isn't just because of economics, but because many companies provide products and services that people literally can't live without, said Michael Osterholm of the University of Minnesota, who advises the government
"Automobiles, jewelry and electronics will not be big ticket items" during the next flu pandemic, Osterholm notes "We still have to feed people How do we assure we have heat, fuel oil, electricity?"

SINGAPORE (Reuters) - Europe's top semiconductor maker, STMicroelectronics, said it has developed a portable chip to detect influenza viruses including bird flu in humans
The device, which functions as a mini laboratory on a chip, can screen and identify multiple classes of pathogens and genes in a single diagnostic test within two hours, unlike other tests available on the market that can detect only one strain at a time and require days or weeks to obtain results
The chip can differentiate human strains of the Influenza A and B viruses, drug-resistant strains and mutated variants, including the Avian Flu or H5N1 strain
There have been 236 human deaths globally from the H5N1 strain, according to the World Health Organisation, though it remains mainly a bird virus

WMR has learned from US and foreign intelligence sources that the B-52 transporting six stealth AGM-129 Advanced Cruise Missiles, each armed with a W-80-1 nuclear warhead, on August 30, were destined for the Middle East via Barksdale Air Force Base in Louisiana
However, elements of the Air Force, supported by US intelligence agency personnel, successfully revealed the ultimate destination of the nuclear weapons and the mission was aborted due to internal opposition within the Air Force and US Intelligence Community
Yesterday, the Washington Post attempted to explain away the fact that America's nuclear command and control system broke down in an unprecedented manner by reporting that it was the result of "security failures at multiple levels" It is now apparent that the command and control breakdown, reported as a BENT SPEAR incident to the Secretary of Defense and White House, was not the result of a command and control chain-of-command "failures" but the result of a revolt and push back by various echelons within the Air Force and intelligence agencies against a planned US attack on Iran using nuclear and conventional weapons

DEPLETED URANIUM DISCOVERED ON O‘AHU!
Depleted Uranium - the radioactive, heavy metal that may cause "The Gulf War Syndrome" and other health problems - was discovered last year on an Army base in Wahiawa, O‘ahu. See the Military Toxics Project's long fact sheet on DU (200k PDF) or this abbreviated fact sheet on DU (96k PDF).

Concerned community members also sent a letter to Major General Mixon, commander of the 25th Infantry Division stationed in Hawaii, requesting that he take responsibility for the proper clean-up of the depleted uranium, ensure the public is fully notified throughout the clean-up process, and institute a moratorium on all planned military expansion based on threats this and other contamination poses to the public. The Army has long denied ever using DU in Hawai‘i; reassuring residents in countless public hearings and environmental impact statements that "a records search for depleted uranium rounds was conducted and determined that these types of munitions were never part of the Army's inventory in Hawai‘i... ."
In response to past Freedom of Information Act (FOIA) requests, Army denied using DU in Hawai‘i (20k PDF); Navy denied using DU in Hawai‘i (592k PDF); Air Force denied using DU in Hawai‘i (32k PDF). In response to questions about DU posed during the Stryker Brigade environmental impact statement process, the Army again denied using depleted uranium in Hawai‘i. (52k PDF).
Unfortunately, this is similar to what happened in Vieques, Puerto Rico. The U.S. Navy had long used this small, inhabited island for bombing practices. The U.S. Navy routinely denied using depleted uranium in its practice rounds. It wasn't until many people in the nearby community became ill without explanation, that people began to investigate the U.S. Navy's use of depleted uranium. In 2001, after ending the decades of target practice, the U.S. Navy admitted to using depleted uranium in Viequez (48k PDF).
Given this new information, concerned community members issued another formal FOIA request (64k PDF) to all the military branches.
Emails, however, between the Army personnel and the Zapata Engineering staff charged with clearing unexploded ordnance for the Stryker Brigade confirm that depleted uranium has been used in Hawai‘i (see page 2 of the emails, 380k PDF). The possibility that the Army is either incompetent or untrustworthy is very alarming.
In a short statement released without public comment or apology, the Army confirmed that 15 pieces of sharpnel contaminated with depleted uranium were discovered in Wahiawa at a military base now named Schofield Barracks. The Army did not indicate the size of the area where these pieces of depleted uranium were found, nor did the Army indicate whether they would be testing the large fresh water acquifer under the military base for contamination.

It has been another busy month in Hawaii nei. Here are the five things you should know to do your part in protecting the beloved natural and cultural resources of the Hawaiian Islands.

Take Action TODAY in support of County Council Resolution on Depleted Uranium !!
In a brave first-step, Hawaii Island County Council is calling for full disclosure about depleted uranium (DU) contamination at Pohakuloa Training Area (PTA).
From our friends on the Big Island: Depleted Uranium contamination in the air and watershed poses tremendous risks to human health and the environment--impacts lasing many generations. The severity of the risks of DU upon human populations and the environment calls for immediate extensive testing of potentially affected areas. After 50 years of informed inaction on the part of the federal military and the state government to reduce and remove the toxic danger of DU in the Hawaiian environment, there is widespread concern that continuing activities in areas with DU contamination will only serve to increase the risk to the public.
Please support the Hawaii County Council Resolution 639-08 to address the hazards of Depleted Uranium at the Pohakuloa Training Area (PTA).

NWHI Hearings Ended - One Week Left to Make Your Voice Heard!
The marathon of public hearings on the draft management plan for the Papahanaumokuakea Marine National Monument ended last week. The NWHI hui (members of 'Ilioulaokalani Coalition, Sierra Club, and KAHEA) attended EVERY hearing - even the one in D.C.

While we're happy to have a draft plan on the table, we've read it and we really think that it can be much better! At the hearings, the three federal and state co-managers of the Monument confirmed that the Top 10 concerns from the public are identical to those of KAHEA and the NWHI hui (add link). Even with only 75-days to review and comment on a 1,200 page document, the public's voice and consensus is helping to shape the important discussion about the future of the Northwestern Hawaiian Islands.
10 years and 100,000+ public comments helped tip the scales in favor of the protective rules that we see today. Our voices will continue to shape and uphold the protections for this fragile wahi pana and intact, endangered, and uniquely Hawaiian coral reef ecosystem.

Bombs Away! Navy Claims State of Hawaii has No Authority to Protect Marine Mammals
RIMPAC wargames officially started on Sunday--signaling the first set of wargames in the Navy's massive expansion plan for the Hawaii Range Complex. This means: live fire exercises, high-intensity active sonar, and assault landings involving 10 countries, 150 vessels, and 20,000 troops will be occurring throughout the Hawaiian Islands.
Unmitigated Expansion? Even as it seeks to expand its activities in Hawai.. i nei, the U.S. Navy has openly sent notice to Hawaii that it will NOT follow the coastal protection rules requested by the State. NOR will it comply with the terms of the Federal sonar lawsuit judgment won by Earthjustice on behalf of KAHEA, Surfrider Kauai, and the Marine Mammal Institute earlier this year.
To protect Hawaii's natural coastal resources, the State Coastal Zone Management Program has determined that the Navy must:
1.
Not allow active sonar in nearshore waters to exceed the level considered safe for marine mammals and humans (145 decibels);
2.
In all other situations, abide by the conditions already required by Judge Erza in the Federal District Court.
In fact, the Navy has now enlisted other government attorneys in an attempt to undermine the authority of Hawai..i to protect the resources of its public trust waters.

Now is the time to let the State of Hawaii know that we support their efforts and they should stand strong to protect Hawaii's public trust waters.
Let them know: the Navy should abide by reasonable protections for the natural and cultural resources of Hawaii's coastal areas.

State Board Upholds NWHI Refuge Rules
In its June meeting on Friday the 13th, the Hawai..i Board of Land and Natural Resources (BLNR) quietly denied the permit application of HIMB disease researcher Greta Aeby, closing the final chapter in this historic enforcement action. State rules clearly say that permit applications from individuals with previous violations must be denied--"One strike, and you're out.
"
We've taken a fair amount of heat on this one, a few of you asking why we're urging strict enforcement against someone who is working on coral disease.
KAHEA has been acting as a vigilant watchdog--from the initial investigation through the contested case hearing.
Yes, it's true that coral disease is bad stuff. And yes, coral disease is an important concern in our oceans worldwide.
So what's the big deal? We believe strict enforcement is important because: Responsible research is not just about understanding the ecosystem and its resources.
It is about achieving that understanding in a pono way-by researchers who respect the cultural and natural significance of the resource, take responsibility for their actions, and are committed to following the rules put in place to protect this fragile and uniquely Hawaiian place.
In the end, we believe fundamentally that rules apply to everyone--whether you're a commercial fisher or an HIMB PhD. We commend the Board on upholding our public laws and the legal protections that the public fought so hard to put in place.

Awa + Mauna Kea = Chinatown Friday, July 25th!
Not exactly on Mauna Kea! but we will be honoring the spirit of the sacred summit of Mauna Kea while hosting an awa circle at Studio Be in Chinatown.
Right now, the Institute for Astronomy (IFA) is negotiating to build the "world's largest telescope" - called the Thirty Meter Telescope -- on the last pristine plateau on the sacred mountain. This telescope is so large all of the current telescopes could fit inside its footprint. Private consultants for IFA are already pushing a "telescope development" plan for the sacred summit that does not meet the court's requirements for a "comprehensive management plan," while at the same time they are appealing the court decision that requires that plan in the first place.
Join the KAHEA calabash 'ohana as we welcome one of our heroes, Kealoha Pisciotta from Hawaii Island, to enjoy awa and talk story about the sacred summit that she and many others have successfully defended from development.
