My lasting opinion with some of the people in the audience was that the minerals was discovered by the ships captain Magellan not the Soviets as we think. But I don't have that citation. So this is very interesting because that was the main reason for moving the boundary lines from 15 miles off shore to 3 miles off shore.
But the question still remains what is the true understanding about the high water mark? Most of the houseless live below the high water mark.
