Another REALLY BAD BILL – HB 2874 HD1- will be heard at 1:30 m on Friday, March 16, 2012 in Room 016. We humbly ask YOU to write a few lines in OPPOSITION to this BAD bill.

 

HB 2874 HD1      RELATING TO BROADBAND

Creates broadband special fund to support funding public school broadband and laptop initiatives. Beginning 01/01/13, freezes appropriations of moneys derived from cable fees at the lesser of the 2011 appropriation or the amount that a recipient would otherwise receive in the current year. Requires excess moneys to be deposited into the broadband special fund. Effective 07/01/12 and repealed 06/30/17.

CAP POSITION: STRONG OPPOSITION TO HB 2874 HD1

TALKING POINTS:

·         By limiting PEG (Public, Education, Government) Access funding, the state will also be limiting the free expression of local voices

·         Community participation and PEG Access programming continues to grow. Capping the funding will make it nearly impossible for community media on all islands to meet future communication needs

·         These funds come from Oceanic Time Warner’s enormous profits as rent for their use of OUR public rights-of-way/public airspace

·         The funds are DEDICATED to community media/public access media

·         Funds collected from cable subscribers for the purpose of supporting PEG Access should only be used for that purpose – community media

·         Cable subscribers should not bear the burden for creating a broadband initiative

·         This bill would stem the growth of community media that has given voice to community members who would never be heard in the mainstream media

·         This is a direct attack on democracy

 

CAP’s testimony is attached. Feel free to use anything in it. Even a few lines opposing this outrageous attack on direct democracy would be great.
