Since 1900 when the National Lands of the Hawaiian Kingdom were ceded to the United States, there have never been a complete inventory of the Ceded Lands. Especially by the State of Hawaii who has administrated the Ceded Lands as a Public Trust since 1959. Ceded Lands are government and crown lands that belonged to the Hawaiian Kingdom. These lands were never conveyed in fee simple to the State of Hawaii by the Federal goverrnment nor by the indgiengous native Hawaiian people or by their government. Title to the Ceded Lands held by the State is only as good as the quality that was transferred by the United States government to the government of the State of Hawaii. In Public Law 103-150, the United States government has reviewed its past and concluded that the overthrow of the Kingdom of Hawaii was illegal. Such a conclusion negates the validity of the "naked" title the United States government received from the Republic of Hawaii in 1898. Neither Organic Act nor the Admission Act of Hawaii transfrers title in fee simple to the Territory or the State of Hawaii. Ceded Lands are Hawaiian Lands.
