and there was no Annexation meaning they have no jurisdiction:

The Hawaiian Kingdom/Kingdom of Hawaii exists which has sovereignty unlike the entity created by U.S. President McKinley which "developed" an entity into a territory riding on the sovereignty of the United States and the American Empire.
