Mahalo Jack;
Just to let you know Jack in the 9th Circuit Court of Appeal ruling  said the USA Federal government does not have the authority to regulate GMO's/ GE crops in the State of Hawaii Why?
The implication is that the 9th Circuit said the in the contiguous United States the US Federal Governments has the right to regulate the GMO's /GE crops but not in the State of Hawaii Why?
Because the USA does not have a legal or lawful claim to the 2.4 million acres of land in the Kingdom of Hawaii because there is no legal instrument the US has on file that can verify their right to control Hawaiian Kingdom land.
All Hawaiian lands that the US claims to hold for the US military was seized by Presidential Order and was not challenged in the US Court system. 
The so called Admissions Act has no teeth because it to is a USA Presidential Order not a legal or valid binding  Treaty that the US Constitution mandates under the Supremacy Clause to legally and lawfully transfer foreign sovereign Hawaiian Kingdom  land to the United States.
The so called fake State Article 1 Section 1 Constitution says and I quote; "We have the right to make laws in the State of Hawaii because of the people." What peoples? Who's people have the standing in the seized and occupied Kingdom of Hawaii which is the Allodial landholders only by International law because the is no "Treaty of Annexation this co called document does not exist.
Therefore only the Royal Patent Kanaka land owners with their LCA's have legal say over these lands in question Jack.

There are at least 27 schools in Hawai‘i located within a mile of fields where agrichemical companies spray restricted-use pesticides. Despite this danger, Hawai‘i does not have legislation regulating the application of pesticides around schools and other sensitive areas.

The 9th Circuit Court of Appeals has ruled that under Hawai‘i law, counties and municipalities do not have the authority to regulate GE crops. The law places such authority in the hands of the State alone.
