If Hawaiian Homelands are available to us. Why is there a waiting list?

I don't understand why Hawaiian people should have to struggle paying loans for homes to haole owned financial institutions when we have FREE land available for or use that the Alii left. Can someone please explain once you have proven your Hawaiian blood required for the application of Hawaiian Homelands. Why should you be placed on a waiting list? Waiting lists are for the U.S governed BS..
