The "problem" is that, while The Prince Kuhio SETTLEMENT Part One of 1921 settled some CLAIMS, it left out some other CLAIMS. Very, very important CLAIMS are beyond the POWER of a State agency to SETTLE.
...Therefore, the Prince Kuhio SETTLEMENT Part Two of 2017 is necessary.
