The 38th convening of the Hawaiian Kingdom LHG Manakau Kanawai legislative body took place January 11-13, 2013 on the Mokupuni o Hawai’i o Keawe, at the Keli’iho’omalu family compound, at Kaimu.
Legislators from all Islands began flying into Hilo during the day Friday and enjoyed a dinner meeting with Prime Minister Henry Noa at which time he discussed the focus of this session.

The War Crime Complaint alleges:
“State of Hawai‘i Judges OKAMOTO, FOLEY, LEONARD, and REIFURTH committed a war crime by willfully depriving my client, a protected person, of a fair and regular trial prescribed by the fourth Geneva Convention. The Plaintiff, State of Hawai‘i Department of Hawaiian Home Lands Chair JOBIE MASAGATANI and State of Hawai‘i Governor NEAL ABERCROMBIE, represented by the State of Hawai‘i Attorney General DAVID M. LOUIE and Deputy Attorney Generals MATTHEW S. DVONCH, DIANE K. TAIRA and S. KALANI BUSH were complicit in these proceedings and therefore committed a war crime as accessories.”
The War Crime Complaint concludes:
“Accordingly, pursuant to Article 17(3) of the Rome Statute, I respectfully request the office of the Prosecutor, with all due speed, investigate the situation in order to determine if the alleged perpetrators should be charged with the war crime specified above.”
The ICC jurisdiction over the Hawaiian Islands will begin March 4, 2013.

OTHER IMPORTANT INFORMATION
AIRLINE: Book your air reservations early. Special rates are available via the Internet.
ACCOMMODATIONS: Camping is available (bring own gear) at the Keliiho’omalu Compound.
SHUTTLE SERVICE: Contact Representative Alex Luka at 808-741-5585 for assistance or information.
LEGISLATOR MEALS: Legislator meals during the convention is $20 payable at registration.
MEALS FOR PUBLIC: The meal costs for the general public (friends, family & ohana) will be
$5 per meal per person. Young children/No Charge.
LEGISLATOR PACKETS Legislator Packets (LHG officials only) will be distributed Saturday
morning at the convening.
Again, each moku will assist in supporting the convention in the amount of $300 to the Minister of
Finance (contact 808-392-3849). Direct deposit is advised and shall be made by each island’s designated
Finance Agent or a designated and authorized agent of the Minister of Finance. These agents are: Elaine
Dunbar Yadao/Kaua’i; Noble Kilinahe Noa/Maui; Ms. Penny England/Moku o Keawe and the Minister
of Finance/O’ahu.
ONSITE CAMPING
Anyone wishing to set up camp during the weekend will be directed to the designated area at the
compound. Remember to bring your own camping gear. A common rest area will also be designated on
site. Public beach areas are close by for shower facilities unless otherwise stated.
DONATION OF FOOD ITEMS & KITCHEN SUPPORT
Donations are always greatly appreciated and information about any donations can be directed to Bernice
Cardines at 808-668-7584. Bernice will work directly with the designated kitchen crew at Kalapana.

that goes to the ocean. At the end of that road is the Keliiho’omalu compound.

MOKUPUNI FINANCIAL SUPPORT
Each mokupuni is responsible to forward three hundred dollars ($300) to the Minister of Finance for this
event to assist in convention costs by the office. This contribution does not include the legislator meal
package. Checks or direct deposits are due by Friday, December 28
th.
The year’s 2011 and 2012 has proved extremely difficult for LHG financially. Expenses to maintain a
functioning and viable office continues to be extremely challenging and hampers communication with
defacto officials. The support for the Office of Communication is directly impacted by each island’s
failure to prioritize its fundraising efforts. As your Prime Minister, this responsibility is not just mine
alone to bear, nor that of the Minister of Finance. Maui has led in this support but that support barely
meets our basic expenses.

LHG - LAWFUL HAWAIIAN GOVERNMENT
LHG is the acronym for the Lawful Hawaiian Government. This is the government that was recognized
as the lawful government of Hawaii prior to the overthrow of the Hawaiian Nation. The LHG elections
process is directly linked to that former lawful Hawaiian Government. Participating in an election
empowers each individual equal opportunity to run for office, and more importantly, to vote for
individuals to serve in the offices of the Lawful Hawaiian Government. Our Kanaka Maoli had that
opportunity in an island wide election held Saturday, November 5, 2011. New legislators will be present
and everyone will have the opportunity to meet and greet these new officials.
FRIDAY EVENING
A welcome dinner will begin at 6p.m. I will discuss the agenda for the weekend and provide updates to
LHG business on each island.
NEW RESOLUTIONS & AMENDMENTS TO CURRENT RESOLUTIONS
The Executive Office will introduce its resolutions during the convening. There will also be a review of
certain resolutions for amendment during this session. Time will be made to review all resolutions while
at the convening.

This coming January 2013, the Lawful Hawaiian Government (LHG) will convene its 38th legislative
session of the Mana Kau Kanawai on Moku o Keawe, the weekend of January 11, 12 & 13, at Noble
Robert Keli’ihoomalu’s compound at the end of Red Road in Kalapana. LHG has kept its annual schedule
of convening in the month of January for several years. It is of great importance that the entire Mana Kau
Kanawai attend this convening.
