Why the Turpie Resolution works in our favor.
The David Turpie Resolution of 31 May 1894 terminates Cleveland's efforts in restoring the Queen to her throne as a direct result of the racist Grand Dragon of the KKK, Morgan Report exonerating all U.S. and its citizens' involvement and condemning only the Hawaiian Queen. U.S. Congress had declared against any further intervention by the U.S. government officials or any other nation against the U.S. set-up Provisional Government. To interfere would be an act of war against the U.S.A.
Unhappy with the results, U.S. President Grover Cleveland was able to influence the wording of the Senatte's pronouncement on Hawai'i in a way that was important to him; stating: "The thing I care the most about is the declaration that the people of the islands instead of the Provisional Government should determine the policy..... Can you not nail the endorsement of the Provisional Government, by putting in its place the more American and Democratic referrence to the people as the source of power and control?"
Cleveland's request was granted as the revised Turpie Resolution which passed the Senate and stated, "That of right it belongs wholly to the people of the Hawaiian Islands to establish and maintain their own form of government and domestic polity;..." It's important to remember this when the Newlands Resolution of 1898 was made.
Feeling smug and protected by the U.S., the cowardly traitors of both governments declared their ipso facto Republic of Hawai'i to coincide with the U.S.A. Independence day which they felt they'd soon be annexed by their own country, the U.S.A. Confidently, they entered another treaty for annexation a second time after the first one failed. The Ku'e Petitions of 1897 addressed the wishes of the people whereas 98% of the people protested against annexation to the U.S.A. and answered the Turpie Resolution's inclusion as stated previously.
Because of this, U.S. Congress again rejected the Treaty of Annexation because it couldn't muster a 2/3 vote to ratify that treaty as dictated by the U.S. Constitution. This alarmed the pro-annexationists to do unlawfully what it couldn't do lawfully. Thus the Newlands Resolution became an unlawful instrument to annex a foreign country by a mere majority vote without a treaty of annexation.
We recently learned that a resolution is symbolic, non-binding, and a mere internal, domestic declaration much like a wish-list or expression of thoughts; not held important but merely a statement of how they feel.
To this day, the U.S. is in violation of the laws of occupation and neutrality. The Kingdom of Hawai'i still exists and so is the status we originally hold as Hawai'i nationals regardless of our ethnicity. We thank U.S. President Grover Cleveland once again for his intercession in seeing justice for Hawai'i's people and for their voices to be heard. This is one more tool to arm ourselves with.

U.S. policy makers to push for an enlargement of U.S. territory as a means of increasing the country’s economic and political power. The expansion involved the annexation of an indigenous population (kanaka maoli) even though 2/3 votes are needed. However, Hawaii is located outside the perimeter lines making this questionable? hmmm. By far, they will attempt to any means to annex Hawaii regardless of Ku'e protest by Hawaiians.
