Virginia Kepano just before she died apologized for all her misgivings, she too realized that we are not Indians, but that she was.
Here is my version of the divide and conquer:
For thirty plus years, Richard Kinney and Virginia Kepano went to the capital. Richard Kinney represented the Veteran status and Virginia Kepano represented the Native Americans because that is who she could only identify with.
And for thirty long years we battled with Home Rule Party (Leimomi ran on the Home Rule Ticket) that actually existed because of the late Paneko the Hawaiian Civic Club leader. We, meaning the Native Hawaiian women on DHHL fought over the ceded land Accountability of Revenues, for example, Ray Soon used the prisoners and their fellow construction workers such as KD Construction to abuse our Na Kupuna--all 35 of them. In 1998, our Na Kupuna begged Waianae Hawaiian Civic Club for help to pay $3,000 each to DHHL for sewage hook ups that Ray Soon was charging each Na Kupuna on a forced signed contract agreement. Thirty-five Na Kupuna names was on the wall at DHHL and most of them are dead.
To date the Akaka Bill's contracting parties are Hawaiian Civic Club, Native Hawaiian Veterans, LLC A Native Hawaiian Company an SDVOSB/ SBA(a)/ SDB/Indian Incentive Program and all branches of the military.
We have an 'intergel part thereof' and it's "high contracting parties" working with the military on the Akaka Bill:
Thurston held that the "manner prescribed" included complete acceptance, ratification and confirmation of the Harrison Treaty by the Hawaiian Senate, as part of the "due form provided" by the constitution of the Republic Of Hawaii. And Thurston was one of the "high contracting parties" and knew whereof he spoke." p186 Hardy
I don't know about the "Harrison Treaty" and I'm sure Tane can find fault in this and that there is no connection to the annexation, I maybe wrong. My point is because the people did not speak up or have a hearing--Thurston (yellow journalism) spoke for the people and the assignment was given to to Thurston via the Governor Wallace Rider Farrington:
"The treaty so adopted was a formal act of cession to the United States of all rights whatsoever possessed by the Republic of Hawaii; and as Thurston emphasized in his manuscript brief Submitted by and on behalf of the Government and People of Hawaii, "Hawaii never consented to modify or change this action. It therefore stands as an integral part of the contract under which Hawaii was annexed." p 187 Hardy
Handy cites which really didn't make sense, but I'm sure Tane can take this statement apart. Sanford B. Dole uses Teutonic and contracting parties as a means to not reinstate 'Liliu' to the throne" which is different from Prince Kuhio dealings with the corporations.

Virginia Kepano (Richard Kinney's partner) would always call me Lulu Bell (whore) whenever, I wanted to voice my Na Kupuna message from DHHL. Native Hawaiian women considered themselves native Hawaiian (not Indian or Native American) with 50% plus bloodquantum because of the forced contract they had to sign in order to live on DHHL and be a lessee. For the Betterment and the Conditions of the native Hawaiians, and the Hawaiian Homes Commission Rehabilitation Act of 1923. Note: Native Hawaiian women as spouses could not exist on the DHHL contract alongside their husbands. That was one of the changes they were seeking in 1974, Virginia was a white women, and she herself could not have status equal to a Native Hawaiian women unless DHHL could attach itself to a Native Indian program. Ask Richard Kinney, he was her partner in all of this Indian/Native American status and today Native Hawaiian Veterans, LLC.and Indian Incentive Program.
DHHL will be for and only for Hawaiian Civic Club and their military veteran partners-- this is the real 'Deal' clearly on the Akaka Bill for X Y Z.
I have all the status of a Native Hawaiian Women, and I use it only for our people not for selfish reasons, therefore, I say if you want to minimize the power of the contracting partners from their divide and conquer 'intergral part therefore' --we the 50% plus bloodquantum being non other an appendage to DHHL and Indian Incentive Program 'holy' disagree that we are Indian. As future beggars on the streets which is what's happening right now at guardrails never ever did we consider ourselves Indians nor were we ever, ever, ever Veterans of the United States Military force. But, we are 50% plus bloodquantum on the United States contracting agreement set forth by the Home Rule Party (Hawaiian Civic Club). We are the people of the soil.
What actually happened, the native Hawaiian women on DHHL did get together with the Danner Sisters out of desperation and yes they did strategies together. The Danner's does represent in part the Native Hawaiian Women on DHHL. But!!! It is Kamaki Kanahele and Aunty Agnes Cope that have the will of the people. The Danner sister's came with a different face, which is where I come in ...my usual job to poo poo scope the mess. I disagreed with the Danner sisters, because of my affiliation with the Native Alaskans in 1984. They the guys that came to Hawaii to speak against what was going on with them in native country. They lost their future and their new Born's on a contracting agreement with the feds and there oil companies. Da US welfare babies for Human Trafficking and that's another fight for another day.
Keala Kelly producer of 'Noho Hewa" is the only counter to the Danner sisters, that is, if you don't agree to my use of the Bloodquantum on the Akaka Bill.
If all 16,000 Native Hawaiians with 50% plus bloodquantum are placed on the soil they will be evicted after they sign a loan with/for the Developer.
Ask OHA about their killer loan program with First Hawaiian Bank, one cannot pay back the loan--its an awesome game. More reasons to kill the Akaka Bill!!!!!

According to DHHL and the Akaka Bill, native Hawaiian women will have to beg for mercy (literally dragged by the hair and beg for their lives) before the 'high contracting parties" which is "an integral part thereof." This is the future for native Hawaiian women on DHHL. Trust me a 1963 grade of Waimanalo Inter. School, thought to have babies not go to a high school was a serious 'intergral part thereof." of any Hawaiian Civic Club and their Home Rule husbands.

Virginia Kepano was not of our Blood. Her husband Sam Kepano was Pure Hawaiian. For many years Virginia supported Justice for Hawaiians. There is not one of us Long Timers in the movement who did not share our mana'o with Virginia. From Aunty Frenchy down to me. Virginia was always there.
Virginia left her home state and family and made Hawaii her home. Waitting many years till the day came that her husband Sam got his Hawaiian Homestead Lot at Papakolea. Where today her Ohana lives in Papakolea.
Thru the many years Virginia was with us in the ups and downs of the movement. When I was got arrested for the Hawaiian Homes, Virginia was there. Not only with her Check Book to Bail me out but also with her ALOHA for our support of Justice For Hawaiians.
Even when I burned the American Flag in Protest, Virginia was there. As Virginia understood very well the right of Freedom to Burn the American Flag. Virginia never told me, o Kinney you should not do that!
In many ways Virginia was like a Teacher. A Teacher that I and many of us in the movement went to her for mana'o on any and all issues. As a Teacher Virginia knew that I and many would go out to the World and do things Our Way.
Virginia and I had our Ups and Downs. Today I Treasure the Teachings of Virginia Kepano.
Because I knew that the Heart of Virginia was for our Kanaka Maoli people. I knew very well that Virginia wantedd and supported Justice for our people.

Since you are on the Waianae coast, you should go and talk to Kamaki and Aunty Aggie for their input on the AB. I did and you would be surprised what he is saying about the AB. Clearly, we need a hearing on the AB for our people to testify to their understanding of the AB and to get clarity on it. I don't believe that the AB can be done legally and a running tab of more crimes from 1893 to the present will be added to the already complaint. I was there Thursday night at a SCHAA meeting and after twenty years, OHA finally attended the SCHHA meeting this past Thursday evening. We went there with Rod Tam to gain support and votes for Mayor. We were welcome with much aloha and invited to eat, which we did. Tam did a good presentation and was well received and left awhile later. They had a full agenda and we were happy to have the time to answer questions. Are you working with them? You really need to check them out and find out what they are talking about with Inouye.
Our movement is about our people, lands and resources that we need to protect in our communities from more foreign and military impositions on our lands, that belongs to our people, not them. It matters what you are doing and how you are moving to get our people on to their lands whether they be; Crown, Government or native tenants' lands. DHHL is a modern version of the Great Mahele but are being misrepresented and misconstrued by modern traitors in the State of Hawai'i.
Clearly, more education is needed to be given to our people and what better way to do that when you have an economic development plan in your community. It will include the people and help them get on to their lands if there are more positive information given to them. Negativity must stop.
