The precise words used October 2, 1854, by Commissioner Gregg in his letter to Secretary Marcy are these:  "The Hawaiian authorities are especially desirous of cultivating friendly relations with the United States and look forward to the time when their country may consittute an integral portion of the great North American Republic,"  Not until thirty-nine years later, in 1893, did Gregg's "integral portion" take its final form of "integral part." At that time, Secretary John H. Foster was negotiating a second annexation treaty--a substitute for the one voided by Kamehameha the Third's death--between President Harrison and the Republic of Hawaii.  Apprehensive of Senate opposition, Foster advised the Hawaiian Commissioners that they would do well to avoid the risks of any specific reference to statehood or territoriality, and content them selves with a general assurance that Hawaii would be "incorporated into the United States as an integral part thereof." p 185-6 Hardy

Note: Many women living on Hawaiian Homes (bloodquatum) came out of their comfort zone and challenged the system in 1974 over the very principle of the Rehabilitation bill and they attended meetings and said the very same thing I am reading "...is as rotten a job of that kind as was ever seen."  This is the essence of the 'Akaka Bill' and it should be stopped from ever passing.
