I was not invited to be a signatory to the 106 consulting for the Hunt Development US Navy lease too for the 22 acre solar energy farm that concluded in December of 2011.
In spite of the fact that I'm the only person registered by SHPD and approved on April 10 2010 by the OIBC to our iwikupuna at Honouliuli, Ewa Marina channel purposed site. I'm suppose to be invited too a 106 and consulted under Hawaii revise statues so says Kai Markell who wrote many of those SHPD administrative rules on the books today.
OIBC ,OHA, and the SHIPO, are all automatically invited I'm suppose to be invited as well by protocol.At the last minute other signatories invited me to the very last meeting where I was able to put a very important," WHERE AS" into the programmatic agreement to save our iwikupuna in the karst cave system as well as the source of the fresh water in the karst cave system from being destroyed to save our Hawaiian Cultural Practice gathering rights limu and fishery under Article 12 Section 7 of the Hawaii State Constitution.This is unexceptionable if other Cultural Decedent are not being invited too 106 consultations as well is a breach of the law and where is SHPD too make sure the US military has a up to date list of Cultural and Lineal Descendant that should automatically be invited to the 106 consultation like OHA, OIBC and the SHIPO.
Also for Kawaiahoa Church letter of response from their Governing Board to answer the questions of the OIBC's site visit.
