Tonight (September 11th) is the first Public Scoping meeting for the government's
second attempt at a Programmatic Environmental Impact Statement (PEIS) for Hawaii's
renewable energy challenges.

The Federal Department of Energy (DOE) has taken over the Programmatic Environmental
Impact Statement (PEIS) process fr
om the State of Hawaii. The State's (read "DBEDT")
initial attempt at this process focused solely on Big Wind or NO Big Wind -- and
they were roundly criticized, scolded and ridiculed for ignoring the federal requirements
to study "any reasonable alternative."
So the Feds have now issued an amended Notice of Intent (NOI) for the PEIS. This
current version (PEIS:HECI) has a much broader scope than its predecessor and uses
the Hawaii Clean Energy Initiative (HCEI) as its basis. It has, however, raised
many, many concerns regarding its purpose, its relationship to the earlier PEIS
and its impact -- particularly on Big Wind.
