Institutional Support PBB, (Administrative Officer), Readvertisement, position number 78884T, VC for Research and Graduate Education, (Manoa), temporary, NTE Jun-30-2009, Revolving Funds, Renewal subject to funding availability and satisfactory performance Duties: Develop goals, objectives, policies and procedures in line with the University's strategic plan that impact programs and services of the Native Hawaiian Community. Develops and implements strategies, goals, objectives and policies related to native Hawaiian issues. Serves as a liaison for University and the Native Hawaiian community. Administers programs aimed at the recruitment and retention of Native Hawaiian students at both the undergraduate and graduate levels. Coordinates programs aimed at increasing the capacity of Native Hawaiian research on the Mânoa campus and in collaboration with the University’s other campuses. Develops strategies to improve academic opportunities for the indigenous student population. Serves as a policy advisor to the Vice Chancellor for Research and Graduate Education and the Vice Chancellor for Academic Affairs on issues related to the Native Hawaiian community. Manages development and implementation of projects and programs related to research and academics for indigenous students. Manages and promotes the development, facilitation, implementation, & assessment of research projects, contracts, grants, academic programs, & other initiatives & activities to include those associated w/the Native Hawaiian community. Works collaboratively with other campuses and community stakeholders to develop the University as a “Hawaiian place of learning.” Serves as a resource on matters regarding Native Hawaiian rights. Other Duties As Assigned. Minimum qualifications: Possession of a baccalaureate degree in Business Administration, Hawaiian Studies or related field and 3 year(s) of progressively responsible professional experience with responsibilities for Native Hawaiian community ; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the Native Hawaiian community as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Native Hawaiian community. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Desirable qualifications: Experience with University policies and processes. Comprehensive knowledge of the grants/contracts processes of the Office of Research Services. Knowledge of the Research Corporation of the University of Hawaii (RCUH) policies and procedures. Experience with legal issues pertinent to research in a higher education institution. Demonstrate ability to establish and maintain effective working relationships with State Legislators and Congressional leaders/staffers. Knowledge of Hawaiian language and culture. Possession of a PhD from an accredited postsecondary institution. Pay range: Pay Band B, minimum $3,727/month, salary commensurate with experience and qualifications.
