On the bloodquantum issue, state or not state... State did not give or help people with 50% bloodquantum..therefore ...native Hawaiian women with 50% bloodquantum asked for assistance from the legislature to use those 5 (f) monies for their children's education...not to purchase trips abroad..new carpeting...new drapes... or pension funds... . But, to extend their education during the summer.
The Council of Hawaiian agencies once learned of this request....created an "Incorporation" with the women with 50% plus bloodquantum in 1974.

I know the DHHL program as a horrible program and I have nothing nice to say about this program. The Bloodquantum as you say "is a racist mechanism designed, and we part company from there.
DHHL program was to keep up with the dying race and the rehabilitate native Hawaiians on to the soil.
So my question to you is what is the Akaka Bill? For me it is an extention of the rehabilitation program for the general public with out the Mott Smith boundaries. In other words we will be either (design) checker boarding like Anahola where Michael Grace lives or mixing into the Native Hawaiian community with the non native community like Kapolei as in red linning. Or, bring into our community the sick and dying (gerontology society) for native Hawaiian women to care for. 1994 congressional attempt but failed, I always have conversations about this one with Joe Tassel.

I feel that we need an exit plan..abroad not broad policy.

The bloodquantum is still in the hands of our people. The people however, are in the hands of the 'highest contracting parties'. The Parties (Hawaiian Civic Clubs, etc..), however, are in the hands of 'enforcement' which is the struggle at this time. Yes, I am very busy. Because of my interaction with Mau, and the lack of protocol on my part many years ago. I met with the 'High Chiefess' yesterday.
