"The condition of the Hawaiian Government might be compared to that of a ship of war, which has been captured by pirates.  It may not fly the black flag, but the ship is a robber.  It may maintain all the forms and external symbols of legitimacy, while its crew are buccaneers.  The pirates who have captured Hawaii are careful to maintain a decent regard for the forms of law and constitution, but the thin veil of pretence(pretense) cannot hide the folds of the black flag."
