The Facts about Depleted Uranium (DU) in
Hawaii
The Hawaii State Department of Health (DOH) draft brochure “The Facts about Depleted Uranium in Hawaii” has come undercriticism, with some constructive suggestions from community and technical resource people. (The DOH draft brochure is attached to this email.) Below is a summary of a community commentary. The full length commentaries from people have been sent directly to the DOH.
Retired Ph.D. Geologist, Michael Reimer, of Kona said “When the length of the commentary exceeds the length of the original document for review, something is wrong.” Doctor Reimer, offered some suggestions to correct some inaccuracies and misleading statements. For example: DOH statement “Depleted uranium has 40% less radioactivity than natural uranium.” Dr. Reimer: “This is misleading. It has 40 percent less radioactivity at the time it is separated but daughters continue to grow and radioactivity increases. In 50 years, the time since the use of DU at PTA, radiation has increased another 20 percent.”
Another example — DOH: “Is the public exposed to DU? It is unlikely that the general public is inhaling small particles of DU.”
Dr. Reimer: “This section might be better titled “How is the public exposed to DU?… How DU is aerosolized becomes the relevant question. At PTA, there are several mechanisms. The most likely is that spotting rounds have become pulverized when explosives strike on or near a spotting round. The aerosol can form mechanically (the shock and friction), physically, (heat and pressure generation), or chemically (conversion to an oxide that is easily friable). DU has been found over 25 miles from its source in a study in New York State. Aerosols move in the wind and once deposited can be resuspended and move again. Very little energy is needed to resuspend the aerosol. Buried DU fragments, more likely to be oxidized, can be aerosolized when struck with an explosive device such as a mortar, howitzer or rocket shell or even vehicular traffic.
Dr. Reimer stated in an earlier section:
“Regarding radiation, one should not ignore the US EPA holding that all unnecessary radiation should be avoided. They base this in the theory that radiation risk is linear related to dose and has no threshold.”
Dr. Reimer said, “As a concluding statement, I do not understand why the Army in cooperation with the Hawai`i Department of Health does not design and conduct a study to resolve the DU issue. There is no need to speculate if DU aerosols are or are not present. Establish adequate measurement protocols and make the measurements. It is clear that the previous measurements of aerosols requested by the Army were insufficient to resolve whether the uranium detected was DU or natural U.
“Engage the active community in this study. Develop a program that will address the transport fate and the distribution, if any, of depleted uranium from PTA. This makes it a win-win-win situation. The Army, the State, and the residents of the Big Island. It is so simple to configure, the costs are moderate, and you will have resolved this issue. Remove this issue from speculation and into reality.”
Others offering comment:
Retired Army MD and MPH Dr. Lorrin W. Pang said: “To bring in new agencies now, like CDC without the publics chance to raise issues with them is not fair…”
In a newly released video entitle “Pohakuloa: Now that you know. Do you care?” which can be viewed at Vimeo.com/163867248 Dr. Pang states: “DU explodes on impact at 3000 degrees, half settles to the ground, half goes into the air –aerosolized uranium. DU in and of itself is not that dangerous. But alpha particle emitters within your body is the most deadly form of radiation of all. It is stopped by your skin,but in your body it will mutate your DNA, more than any other type of radiation.”
…”A lot of people, except the U.S. and UK which have a conflict of interest, consider DU a weapon of mass destruction. Why would you have a guy (the Army) with a conflict of interest, doing his own quality assurance?”
Cory Harden, a member of the Sierra Club said “If DU is so safe, how come the Army doesn’t use it any more (in training)?” An Army spokesperson said it was banned from being used in training since 1996.
Kona resident, Doug Fox said : “Don’t look, don’t find, don’t tell. Uranium is not primarily a gamma emitter (it’s alpha) so that to test a range by helicopter for gamma emission is inadequate methodology. Only one per cent of the site was ever tested by them using the wrong methodology.”
“The DOH statement that “The health effects of uranium are due to its chemical toxicity, rather than radiation” is not true. “Inhaled DU alpha particles are one of the most powerful mutagens known to science.”
DOH said: “It is not known whether uranium is harmful to an unborn child” Fox retorts: “This is willful ignorance. Birth defects have been vividly portrayed in Life magazine showing armless children of US vets exposed to DU munitions smoke.” An “Epidemiological study by Dr. Chris Busby of the UK showed the impact of DU munitions on Fallujah, Iraq was higher than radiation exposures at Hiroshima.”
DOH: “It is unlikely that the general public is inhaling small particles of DU”. Fox: “This is another smokescreen. The truth is it is very likely that travelers through the Mauna Kea State Park area have been exposed in the past. I personally witnessed a big spike in radiation detection from a dust devil coming off the old Range 11 in May 2007. Range 11 is where anti tank penetrator munitions have been tested.”
Doug Rokke Ph.D.; Major, retired/disabled; U.S. Army former Director, U.S. Army Depleted Uranium Project had this to say about the DOH DU draft brochure:
“As the former director of the United States Army Depleted Uranium Project, former 3rd U.S. Army DU team health physicist and team medic during Operation Desert Storm, and confirmed DU casualty I AM UPSET AND HORRIFIED at the amount of misinformation – down-right wrong information contained in your DU fact paper that negates- ignores actual health and environmental effects. .. false information… is required by direct written DOD- Army orders per the 1991 Los Alamos memo ( seehttp://www.traprockpeace.org/twomemos.html ) in order to sustain the use of uranium weapons while avoiding all liability for the known serious adverse health and environmental effects as were specified in the March 1991 Defense Nuclear agency memo and thousands of pages of other reports.As to radiological measurements-any effective measurement: that is detection and quantification requires very specialized equipment (AN PDR 77 with RPO kit) and techniques that I and my team developed and validated for the US Army during the DU project burn and impact tests. .. once du is released into the environment… it will never be safe at all no matter what is done. THE REGION AND EQUIPMENT- STRUCTURES-TERRAIN- FOOD- WATER – VEGETATION WITHIN THE DANGER ZONE EXTENDING OUT DOZENS OF MILES ACTUALLY HUNDREDS OF MILESREMAIN A HAZARD FOR ETERNITY.”
According to Dr. Rokke, “DOD documents confirm that potential health effects, including: lung cancer, respiratory, eye, skin, and genetic abnormalities. The VA reports DU causing: sleep problems, mood swings, upper or lower respiratory tract symptoms, neuropsychological symptoms (including memory loss), chronic fatigue and immune system dysfunction, skin rashes and unusual hair loss, aching joints, headaches, abdominal pain, sensitivity to light, blurred vision, menstrual disorders, gastrointestinal symptoms, nervous disorders (such as numbness of a limb), multiple chemical sensitivity, birth defects in children whose parents were exposed.”
Points raised by Hawaii peace activist Jim Albertini
1. A New York State DU factory study showed DU dispersed more than 25 miles away.
2. My understanding is the Army was only prohibited from using DU in training in 1996. It was first used at PTA in 1961 according to the Army. What does that tell you? It tells me that if it was not prohibited in training, it was likely used in training. What about other military branches and foreign countries that have trained at PTA?
3. No mention of other possible DU use than Davy Crockett. Cluster bombs and a wide range of other weapons have been used at PTA, many of which may have involved DU.
4. What does the DOH “ambient background surveys” consist — monitor on for 5 minutes once a month?
5. Offer 24 hour urine tests for PTA and DLNR long term workers in or around PTA, Mauna Kea Park, etc.
6 My understanding is The Waiki’i sample did not rule out the presence of DU
7. Less than 1% of PTA has been tested for DU
8. My radiation monitor Digilert-50, picked up 2 spikes of over 30CPM at Mauna Kea park on Sunday 4/28/13 when background readings were between 5-20 for 3 hours. The wind was coming from the south where DU had been confirmed fired approximately 1 mile from Mauna Kea Park.
9. No mention that spotting rounds bombed for 50 years with high explosives likely would burn the DU. If not where are all the large fragments –unaccounted for, missing?
10. No mention of the horrendous health problems of Fallujah Iraq which was heavily bombed with DU by the U.S. Birth defects, cancers, etc.
11. No mention is made of the Saddle Rd as a possible avenue of exposure to DU. For 50 years the old Saddle Rd came within ½ mile of ranges where DU was used. Signs along the old Saddle Rd read “Live Fire Overhead.” The New Saddle Rd. has resulted in increased traffic which risks exposing more people to DU and transporting DU around the island in the same way little fire ants, cocqui frogs, and weed seeds are transported by vehicles.
12. Uranium in urine: I know of 3 Hilo MDs and a naturopathic doctor who have patients with elevated uranium in their urine found by 24 hour urine tests for heavy metals. Recently I asked the PTA commander as an act of good faith to the community to offer 24 hour urine tests to long-term PTA employees to see if any have elevated uranium readings as well. The commander refused. I’ve asked the DOH to offer similar test to state workers at Mauna Kea park and others who work in the area or travel the Saddel Rd regularly. I am still waiting for a response.
13. Has DU been used at Makua military reservation? Kaho’olawe island and other present or former military ranges in Hawaii? What other ranges are being investigated for possible exposure to DU and what is the status of the investigations?
14. In July 2008, the Hawaii County Council, by a vote of 8-1 passed resolution 639-08. That resolution called for the military to take 8 actions to address the potential hazard of DU, including “a complete halt to B-2 bombing missions and to all live-firing exercises and other activities at the Pohakuloa Training Area that create dust until there is an assessment and clean up of the depleted uranium already present.” The seven other actions called for establishing a permanent high tech monitoring system to ensure air quality control; citizen monitoring system to work with the military to assure transparency and community confidence; host quarterly meetings to update and inform the public; ensure permanent funds are available for the monitoring programs; provide a liaison to the County of Hawaii to facilitate communication; provide semiannual reports to the County summarizing DU monitoring , detection, and mitigation efforts; the military shall conduct a search of all records for firing DU at PTA and other Hawaii state military sites and release the information to the public.
To date, it does not appear that any of the actions requested of the military by the Hawaii County Council in July 2008 have been taken by the military. Why?
Additional comments by Hawaii Public Health Doctor/researcher, Carol Murry, DrPH: “the information in the draft brochure concerning the discovery of the use of DU in Hawai’i ignored the fact that the military denied its use for several years. Despite statements that the Department of Health has no responsibility concerning DU, the DOH is responsible for the health of its citizens and, thus, does have a duty to be involved. The areas surrounding the military sites where DU was used are vulnerable to exposure and some of the landhas been leased to the military by the state. It appears that the DOH has shared its monitoring methods and results with the NRC and Army, but not its citizens, leading to mistrust. The section on health effects of DU appears to ignore known health issues and to misstate that the only effect is due to chemical toxicity rather than radiation. The section on studies done in Hawai’i doesn’t address the issues of those working at Pohakuloa, those traveling the saddle Rd, or downwind vs. the general population of the Big Island. The section on exposure discusses dust, soil and sediment testing, but not monitoring radiation in the air. Many will not believe or trust the DOH until it works in partnership with concerned citizens, rather than solely in partnership with the military and the ATSDR (Agency for Toxic Substances and Disease Registry).”
DOH brochure statement: “Given the nature of the spotting rounds, the environmental data indicating a low potential for DU to become airborne, and the distance to populated areas, the Agency for Toxic Substances and Disease Registry(ATSDR), a federal health agency, concluded that the general population around PTA is not exposed to DU. The Hawaii Department of Health concurs with ATSDR’s conclusion.”
Conclusion of Malu Aina:
ATSDR and the DOH have not presented credible evidence and good science to support the above statement. More research and testing are needed to determine the amount of DU used at Pohakuloa, its dispersal, and possible health impacts to troops, residents, and visitors alike.
Show the community good faith, transparency, credible evidence, good science, respect, and partnership. To date all are lacking.

According to Dr. Rokke, “DOD documents confirm that potential health effects, including: lung cancer, respiratory, eye, skin, and genetic abnormalities. The VA reports DU causing: sleep problems, mood swings, upper or lower respiratory tract symptoms, neuropsychological symptoms (including memory loss), chronic fatigue and immune system dysfunction, skin rashes and unusual hair loss, aching joints, headaches, abdominal pain, sensitivity to light, blurred vision, menstrual disorders, gastrointestinal symptoms, nervous disorders (such as numbness of a limb), multiple chemical sensitivity, birth defects in children whose parents were exposed.”

1. A New York State DU factory study showed DU dispersed more than 25 miles away.
2. My understanding is the Army was only prohibited from using DU in training in 1996. It was first used at PTA in 1961 according to the Army. What does that tell you? It tells me that if it was not prohibited in training, it was likely used in training. What about other military branches and foreign countries that have trained at PTA?
3. No mention of other possible DU use than Davy Crockett. Cluster bombs and a wide range of other weapons have been used at PTA, many of which may have involved DU.
4. What does the DOH “ambient background surveys” consist — monitor on for 5 minutes once a month?
5. Offer 24 hour urine tests for PTA and DLNR long term workers in or around PTA, Mauna Kea Park, etc.
6 My understanding is The Waiki’i sample did not rule out the presence of DU
7. Less than 1% of PTA has been tested for DU
8. My radiation monitor Digilert-50, picked up 2 spikes of over 30CPM at Mauna Kea park on Sunday 4/28/13 when background readings were between 5-20 for 3 hours. The wind was coming from the south where DU had been confirmed fired approximately 1 mile from Mauna Kea Park.
9. No mention that spotting rounds bombed for 50 years with high explosives likely would burn the DU. If not where are all the large fragments –unaccounted for, missing?
10. No mention of the horrendous health problems of Fallujah Iraq which was heavily bombed with DU by the U.S. Birth defects, cancers, etc.
11. No mention is made of the Saddle Rd as a possible avenue of exposure to DU. For 50 years the old Saddle Rd came within ½ mile of ranges where DU was used. Signs along the old Saddle Rd read “Live Fire Overhead.” The New Saddle Rd. has resulted in increased traffic which risks exposing more people to DU and transporting DU around the island in the same way little fire ants, cocqui frogs, and weed seeds are transported by vehicles.
12. Uranium in urine: I know of 3 Hilo MDs and a naturopathic doctor who have patients with elevated uranium in their urine found by 24 hour urine tests for heavy metals. Recently I asked the PTA commander as an act of good faith to the community to offer 24 hour urine tests to long-term PTA employees to see if any have elevated uranium readings as well. The commander refused. I’ve asked the DOH to offer similar test to state workers at Mauna Kea park and others who work in the area or travel the Saddel Rd regularly. I am still waiting for a response.
13. Has DU been used at Makua military reservation? Kaho’olawe island and other present or former military ranges in Hawaii? What other ranges are being investigated for possible exposure to DU and what is the status of the investigations?
14. In July 2008, the Hawaii County Council, by a vote of 8-1 passed resolution 639-08. That resolution called for the military to take 8 actions to address the potential hazard of DU, including “a complete halt to B-2 bombing missions and to all live-firing exercises and other activities at the Pohakuloa Training Area that create dust until there is an assessment and clean up of the depleted uranium already present.” The seven other actions called for establishing a permanent high tech monitoring system to ensure air quality control; citizen monitoring system to work with the military to assure transparency and community confidence; host quarterly meetings to update and inform the public; ensure permanent funds are available for the monitoring programs; provide a liaison to the County of Hawaii to facilitate communication; provide semiannual reports to the County summarizing DU monitoring , detection, and mitigation efforts; the military shall conduct a search of all records for firing DU at PTA and other Hawaii state military sites and release the information to the public.
To date, it does not appear that any of the actions requested of the military by the Hawaii County Council in July 2008 have been taken by the military. Why?
Additional comments by Hawaii Public Health Doctor/researcher, Carol Murry, DrPH: “the information in the draft brochure concerning the discovery of the use of DU in Hawai’i ignored the fact that the military denied its use for several years. Despite statements that the Department of Health has no responsibility concerning DU, the DOH is responsible for the health of its citizens and, thus, does have a duty to be involved. The areas surrounding the military sites where DU was used are vulnerable to exposure and some of the landhas been leased to the military by the state. It appears that the DOH has shared its monitoring methods and results with the NRC and Army, but not its citizens, leading to mistrust. The section on health effects of DU appears to ignore known health issues and to misstate that the only effect is due to chemical toxicity rather than radiation. The section on studies done in Hawai’i doesn’t address the issues of those working at Pohakuloa, those traveling the saddle Rd, or downwind vs. the general population of the Big Island. The section on exposure discusses dust, soil and sediment testing, but not monitoring radiation in the air. Many will not believe or trust the DOH until it works in partnership with concerned citizens, rather than solely in partnership with the military and the ATSDR (Agency for Toxic Substances and Disease Registry).”
DOH brochure statement: “Given the nature of the spotting rounds, the environmental data indicating a low potential for DU to become airborne, and the distance to populated areas, the Agency for Toxic Substances and Disease Registry(ATSDR), a federal health agency, concluded that the general population around PTA is not exposed to DU. The Hawaii Department of Health concurs with ATSDR’s conclusion.”
Conclusion of Malu Aina:
ATSDR and the DOH have not presented credible evidence and good science to support the above statement. More research and testing are needed to determine the amount of DU used at Pohakuloa, its dispersal, and possible health impacts to troops, residents, and visitors alike.
Show the community good faith, transparency, credible evidence, good science, respect, and partnership. To date all are lacking.

The global pandemic of diabetes which is increasing each year, began with the atomic bombs dropped on Hiroshima and Nagasaki in 1945. The resulting global atmospheric pollution has resulted in a diabetes pandemic caused by hundreds of thousands of pounds of vaporized depleted uranium used in atomic and hydrogen bombs as "tamping", fission products from nuclear power plants, and the illegal use of depleted uranium radioactive poison gas weapons introduced to the battlefield by the US in 1991.
Iraq, Yugoslavia, Afghanistan, and now Lebanon are now uninhabitable. Israel soon will be.
Depleted uranium is being used to carry out an illegal nuclear war against countries with mineral resources the British Economic Empire and US Economic Empire must control. The huge global increase in diabetes between 1996-97 is indicative of a global environmental event. Now we know why Rhodes Scholar President Clinton was grid bombing and carpet bombing in Iraq in the NO-FLY-ZONES for ten years. Grid bombing and carpet bombing is carried out for the sole purpose of terrain contamination.

This proceeding concerns four requests for hearing from petitioners Cory Martha Harden, Amelia Gora, Luwella Leonardi, and Barbara Moore. Additionally, e-mails in support of Ms. Harden's hearing request were submitted by Jim Albertini on behalf of the Malu `Aina Center for Non-Violent Education and Action, by Isaac D. Harp, and by Angela Rosa. The hearing requests and supporting filings were submitted in response to an August 13, 2009 Notice of License Application Request of U.S. Army Installation Command for Schofield Barracks, Oahu, Hawaii, and Pohakuloa Training Area, Island of Hawaii, Hawaii, and Notice of Opportunity To Request a Hearing (74 FR 40,855). Bishop Estate’s first trustees
played key role in overthrow

They were American annexationists, these first five trustees of the estate of Bernice Pauahi Bishop.
Within three years of their appointment, they helped strip King Kalakaua of his power. When, upon his death in 1891, Pauahi’s hanai sister Lili‘uokalani succeeded to the throne, they joined with others to depose her, establish a provisional government and a so-called republic.
The annexationists realized their ultimate political goal four years later when the Hawaiian Islands became a U.S. territory. Their political agenda had a profound effect on Bishop Estate and the Kamehameha Schools.
Princess Bernice Pauahi Bishop was the last of the Kamehameha dynastic line. Upon Pauahi’s death, in the 11th year of Kalakaua’s reign, the royal lands of the Kamehamehas — one-ninth of all land in Hawaii — passed to the control of five esteemed haoles — the trustees.
None had a drop of Hawaiian blood.
Those lands became a base of wealth for two great estates — those of Bishop and Damon.
The trustees were:
Charles Reed Bishop, president, founder of Bishop Bank (now First Hawaiian Bank) and Pauahi’s husband. Born in Glenn Falls, N.Y., in 1822, he came to Hawaii in 1846 and accepted a clerkship in the U.S. Consulate. He became the Collector General of Customs in 1849, and a year later, he married the princess. She was 16 and he was 26. Her missionary teachers at the Royal School — Amos Starr and Juliette Montague Cooke — encouraged the courtship.
“I’m decidedly in favor of annexation, not only because I’m an American, proud of the ‘stars and stripes’ and expect to gain something by such a move, but because I’m an Hawaiian too, and believe that while such a change might bring its evils, it would be the best thing for the great majority of the population both native and foreign,” he wrote in 1853.
In 1873, as Lunalilo’s minister of foreign affairs, he urged the cession of Pearl Harbor to the United States for a naval base. In addition to being a trustee of the Punahou School, he headed the public board of education. He served as president of the Legislative Assembly, and was a member of the House of Nobles.
The Rev. Charles McEwen Hyde, vice-president. Hyde was born in New York City on June 8, 1832. His father, an attorney, was treasurer and general agent of the American Bible Society, and his uncle William was a board member of American Board of Commissioners of Foreign Missions.
A graduate of Princeton Theological Seminary and the holder of a doctor of divinity degree from Williams College, Hyde came to Hawaii in 1877 to be secretary of the Hawaiian Evangelical Association. He reorganized a Honolulu theological school as the North Pacific Missionary Institute, and served as principal. He was named a trustee of Punahou School in 1877.
Supporters called Hyde a “typical American, combining all the energy and persistency of the New Englander with the refinement and culture of the Christian Gentleman.”
Charles Montague Cooke, secretary. A son of missionary parents and teachers of Princess Pauahi, Amos Starr and Juliette Montague Cooke, he was born in Honolulu on May 16,1849.
He began his business career with Castle & Cooke, a firm founded by his father.
At the time of his appointment, he was a partner in Lewers & Cooke. He married missionary daughter Anna Charlotte Rice in 1874. They had six children. He became a trustee of Punahou School in 1880. He was a charter member of the Hawaii Society of the Sons of the American Revolution.
Samuel Mills Damon, treasurer of the board. A son of missionary parents, the Rev. Samuel Chenery Damon and Julia Mills Damon, he was born in Honolulu on March 3, 1845. A partner of Charles Reed Bishop in the Bishop Bank after Sept. 1, 1881, he inherited from Bernice Pauahi Bishop the ahupua‘a of Moanalua. That bequest contained about 7,000 acres, and stretched from the Koolau Range to Keehi Lagoon. He coordinated her funeral.
Earlier he had coordinated the funeral of Princess Ruth. He married missionary daughter Harriet Melinda Baldwin. Her brother, Henry P. Baldwin, was a founder of Alexander & Baldwin. At the time of appointment Damon was a member of Kalakaua’s privy council. With Charles R. Bishop, he was an executor of Princess Pauahi’s will.
William Owen Smith, trustee. A son of missionary parents, Dr. James William and Melicent Knapp Smith, he was born at Koloa, Kauai, in 1848. He became the sheriff of Kauai in 1870, and of Maui in 1872. In 1875, he was admitted to the practice of law. The following year he married Irish-born Abbey Hobron, the daughter of Capt. T.H. Hobron, founder of the 3,000 acre Grove Ranch on Maui. They had five children. He was named a trustee of Punahou School and an editor of Planters’ Monthly in 1882.
When appointed to the Bishop Estate board, he was a trustee of Lunalilo Estate. A member of the Hawaiian legislature, he was politically allied with Sanford Ballard Dole, a childhood friend. Smith, who had extensive trust experience, resigned as trustee on Oct. 20, 1886, and was replaced a day later by Joseph Oliver Carter, another trust expert.
Schooling Hawaiians
The trustees met at least once a month in the board room of Bishop & Co., but usually more often than that. Hyde’s biographer reported that trustee commissions “hovered”‘ about $1,000 a year during the first years.
But apparently individual commissions varied. Cooke returned every penny he received from his trusteeship in the first five years — a total of $989.79 — and pledged all future commissions to establish a library at the school.
The Rev. Hyde recommended a site for the Boys’ School, and enunciated “the objective, aims, method, time, and extent of the school.” Called The Prospectus of the Kamehameha Schools, the report was unanimously adopted. After Princess Pauahi’s will called for the establishment of a school to educate Hawaiian children, the document became the principal guideline for the development and management of the schools.
Hyde became the “lead trustee” for the schools and advocated appointing the Rev. William Brewster Oleson as principal. Oleson began his duties on July 1, 1886, and soon traveled to the United States to visit similar schools and recruit faculty.
Planning an overthrow
Calling King Kalakaua “a bully and a coward,” Hyde advocated his overthrow.
He wrote to the Rev. Judson Smith, head of the American Board of Commissioners of Foreign Missions, on Nov. 20, 1886: “I have learned facts about the King’s measures and objects, which convince me that with the cunning of the savage and the tirelessness of revengeful animosity, he is seeking the overthrow of Christian institutions and the utter demoralization of society. His aim is to restore heathenism with its absolute power of the chief and licentious orgies of wasteful indulgence ... we should have a revolution.”
A Jan. 13, 1887, correspondence from Hyde to Smith states: “By the Constitution, he is not responsible to anybody for anything he chooses to do. He can steal, murder, defraud. He cannot be called to account. But if twelve of the leading men of this community should agree upon a line of policy that they believe the King ought to pursue, and publicly demands, he would have to succumb. That is my idea in reply to your question what means there are of checking this irresistible rush to disgrace and ruin.
“But there are no such twelve men to be found in this community … But if circumstances should put me in a position in which I should have to defend the interests of Christ’s Kingdom, as against the King, I should have neither fear nor hesitancy in doing so.”
Months earlier, the king had confided to an aide that he feared he might be overthrown. Members of his staff spent the night guarding him for several weeks after as he slept in the palace.
It was confirmed later that a secret organization, called the Hawaiian League, had been formed about the first of the year, consisting of some of the most powerful businessmen and their pastors. All were white, male and mostly Protestant.
Hyde refused to join the Hawaiian League, “objecting to the secret, underhand plottings involved in such a style of procedure.” But his co-trusteeCooke was among the first to sign up. Kamehameha School principal Oleson was on its executive committee and vice principal Henry S. Townsend, was a member.
Members pledged to keep the League secret and to “protect the white community” of the kingdom “against any arbitrary or oppressive action of the government.”
The League held its first meeting at the home of Sanford B. Dole. By June 30, 1887, it had 405 members. Meetings usually took place in the evening, and in different parts of the city, to frustrate police efforts to gather information on them.
Seizing control
The revolution was bloodless.
Kalakaua was stripped of power and the government fell into the hands of the Hawaiian League. On July 5, 1887, the Honolulu Rifles were ordered out in full uniform. Their cartridge belts were full. Charles Bishop’s nephew, Eben Faxon Bishop, was one of the officers as a first lieutenant of Company B. In addition, League members armed themselves.
At the palace a New York Herald correspondent asked King Kalakaua:
“What means have you of self-defense?”
“I have my bodyguard of sixty men, who are passably well armed and drilled,” he replied, “an Austrian battery of six field pieces, two brass cannon with sweeping fire, good bolts to outside doors and good hearts within. Then, too, there are two companies of native volunteers called the Queen’s and King’s Own, composed mainly of old retainers.”
“But outside, as I understand it, there are three hundred men, over a thousand rifles and ammunition enough for a siege.”
“Yes,” replied the king, nervously wetting his lips, “but they have not got in yet.”
Hyde told a different story. He wrote that Kalakaua had “ordered his military to assemble at the palace Friday night, but only 20 assembled out of 200. When he asked them how many would fight for him, only 2 said they would.”

136 states last night voted in favour of a resolution calling on state users of depleted uranium weapons to release quantitative and geographical data to the governments of affected states. The resolution will now go forward to the United Nations General Assembly (UNGA) for a second vote at the end of November.
Although UNGA resolutions are non-binding, they are a useful means of focusing attention on key issues. In this case the ongoing failure of the US to release data on its use of depleted uranium in Iraq and concerns over the use of the weapons in other conflicts, such as the interventions in Somalia in the mid-1990s. The resolution was submitted by Indonesia on behalf of the Non-Aligned Movement.
The resolution was opposed by only four states - the US, UK, France and Israel. These four also voted against previous resolutions accepting that DU has the potential to damage human health (2007) and calling for more research in affected states (2008).

Radiation exposure can cause CANCER!
I think the maps tell a story as they are. Look at O'ahu. There is no place on O'ahu that represents less than 7% cancer rate. O'ahu is small and has the biggest population and has endured the most negative impact from military live fire training. The highest cancer rate on O'ahu is on east boarder of Pearl Harbor with a greater than 12% cancer rate. (Pearl Harbor is known to be one of seven military caused superfund sites. Spills of radioactive materials in Pearl Harbor has been researched and reported by www.dmzhawaii.org.
Hawai'i island is large with less population, but why should Kona have a greater than 12% cancer and Hilo is less than 7%? One reason is that Kona is more consistently downwind from Pohakuloa Traning Area.
Sadly Hawai'i State Health Department has NEVER looked at military toxins as at least part of the problem of the high cancer rates in Hawai'i. When they do, the military toxic house of cards will fall apart and they will be forced to decommission the live fire training ranges here in Hawai'i. An important first step toward healing the islands from the military's 60+ years of toxic insult and damage.
As I see it we need to keep pressing for 24/7 (transparent) air testing for all military toxins especially depleted uranium around all live fire training ranges in Hawai'i. It doesn't matter if the Nuclear Regulatory Commission (NRC) give the army a license to have a radioactive material or not. Honest and accurate testing is key. The tests need to be transparent so our experts like Dr Lorrin Pang from Maui can verify for us that the testing methods are honest.
No level of radiation exposure is healthy for living things, Hawai'i residents or our fragile eco-system. Cancer can be caused by radiation exposure.

The Facts about Depleted Uranium (DU) in
Hawaii
The Hawaii State Department of Health (DOH) draft brochure “The Facts about Depleted Uranium in Hawaii” has come undercriticism, with some constructive suggestions from community and technical resource people. (The DOH draft brochure is attached to this email.) Below is a summary of a community commentary. The full length commentaries from people have been sent directly to the DOH.
Retired Ph.D. Geologist, Michael Reimer, of Kona said “When the length of the commentary exceeds the length of the original document for review, something is wrong.” Doctor Reimer, offered some suggestions to correct some inaccuracies and misleading statements. For example: DOH statement “Depleted uranium has 40% less radioactivity than natural uranium.” Dr. Reimer: “This is misleading. It has 40 percent less radioactivity at the time it is separated but daughters continue to grow and radioactivity increases. In 50 years, the time since the use of DU at PTA, radiation has increased another 20 percent.”
Another example — DOH: “Is the public exposed to DU? It is unlikely that the general public is inhaling small particles of DU.”
Dr. Reimer: “This section might be better titled “How is the public exposed to DU?… How DU is aerosolized becomes the relevant question. At PTA, there are several mechanisms. The most likely is that spotting rounds have become pulverized when explosives strike on or near a spotting round. The aerosol can form mechanically (the shock and friction), physically, (heat and pressure generation), or chemically (conversion to an oxide that is easily friable). DU has been found over 25 miles from its source in a study in New York State. Aerosols move in the wind and once deposited can be resuspended and move again. Very little energy is needed to resuspend the aerosol. Buried DU fragments, more likely to be oxidized, can be aerosolized when struck with an explosive device such as a mortar, howitzer or rocket shell or even vehicular traffic.
Dr. Reimer stated in an earlier section:
“Regarding radiation, one should not ignore the US EPA holding that all unnecessary radiation should be avoided. They base this in the theory that radiation risk is linear related to dose and has no threshold.”
Dr. Reimer said, “As a concluding statement, I do not understand why the Army in cooperation with the Hawai`i Department of Health does not design and conduct a study to resolve the DU issue. There is no need to speculate if DU aerosols are or are not present. Establish adequate measurement protocols and make the measurements. It is clear that the previous measurements of aerosols requested by the Army were insufficient to resolve whether the uranium detected was DU or natural U.
“Engage the active community in this study. Develop a program that will address the transport fate and the distribution, if any, of depleted uranium from PTA. This makes it a win-win-win situation. The Army, the State, and the residents of the Big Island. It is so simple to configure, the costs are moderate, and you will have resolved this issue. Remove this issue from speculation and into reality.”
Others offering comment:
Retired Army MD and MPH Dr. Lorrin W. Pang said: “To bring in new agencies now, like CDC without the publics chance to raise issues with them is not fair…”
In a newly released video entitle “Pohakuloa: Now that you know. Do you care?” which can be viewed at Vimeo.com/163867248 Dr. Pang states: “DU explodes on impact at 3000 degrees, half settles to the ground, half goes into the air –aerosolized uranium. DU in and of itself is not that dangerous. But alpha particle emitters within your body is the most deadly form of radiation of all. It is stopped by your skin,but in your body it will mutate your DNA, more than any other type of radiation.”
…”A lot of people, except the U.S. and UK which have a conflict of interest, consider DU a weapon of mass destruction. Why would you have a guy (the Army) with a conflict of interest, doing his own quality assurance?”
Cory Harden, a member of the Sierra Club said “If DU is so safe, how come the Army doesn’t use it any more (in training)?” An Army spokesperson said it was banned from being used in training since 1996.
Kona resident, Doug Fox said : “Don’t look, don’t find, don’t tell. Uranium is not primarily a gamma emitter (it’s alpha) so that to test a range by helicopter for gamma emission is inadequate methodology. Only one per cent of the site was ever tested by them using the wrong methodology.”
“The DOH statement that “The health effects of uranium are due to its chemical toxicity, rather than radiation” is not true. “Inhaled DU alpha particles are one of the most powerful mutagens known to science.”
DOH said: “It is not known whether uranium is harmful to an unborn child” Fox retorts: “This is willful ignorance. Birth defects have been vividly portrayed in Life magazine showing armless children of US vets exposed to DU munitions smoke.” An “Epidemiological study by Dr. Chris Busby of the UK showed the impact of DU munitions on Fallujah, Iraq was higher than radiation exposures at Hiroshima.”
DOH: “It is unlikely that the general public is inhaling small particles of DU”. Fox: “This is another smokescreen. The truth is it is very likely that travelers through the Mauna Kea State Park area have been exposed in the past. I personally witnessed a big spike in radiation detection from a dust devil coming off the old Range 11 in May 2007. Range 11 is where anti tank penetrator munitions have been tested.”
Doug Rokke Ph.D.; Major, retired/disabled; U.S. Army former Director, U.S. Army Depleted Uranium Project had this to say about the DOH DU draft brochure:
“As the former director of the United States Army Depleted Uranium Project, former 3rd U.S. Army DU team health physicist and team medic during Operation Desert Storm, and confirmed DU casualty I AM UPSET AND HORRIFIED at the amount of misinformation – down-right wrong information contained in your DU fact paper that negates- ignores actual health and environmental effects. .. false information… is required by direct written DOD- Army orders per the 1991 Los Alamos memo ( seehttp://www.traprockpeace.org/twomemos.html ) in order to sustain the use of uranium weapons while avoiding all liability for the known serious adverse health and environmental effects as were specified in the March 1991 Defense Nuclear agency memo and thousands of pages of other reports.As to radiological measurements-any effective measurement: that is detection and quantification requires very specialized equipment (AN PDR 77 with RPO kit) and techniques that I and my team developed and validated for the US Army during the DU project burn and impact tests. .. once du is released into the environment… it will never be safe at all no matter what is done. THE REGION AND EQUIPMENT- STRUCTURES-TERRAIN- FOOD- WATER – VEGETATION WITHIN THE DANGER ZONE EXTENDING OUT DOZENS OF MILES ACTUALLY HUNDREDS OF MILESREMAIN A HAZARD FOR ETERNITY.”
According to Dr. Rokke, “DOD documents confirm that potential health effects, including: lung cancer, respiratory, eye, skin, and genetic abnormalities. The VA reports DU causing: sleep problems, mood swings, upper or lower respiratory tract symptoms, neuropsychological symptoms (including memory loss), chronic fatigue and immune system dysfunction, skin rashes and unusual hair loss, aching joints, headaches, abdominal pain, sensitivity to light, blurred vision, menstrual disorders, gastrointestinal symptoms, nervous disorders (such as numbness of a limb), multiple chemical sensitivity, birth defects in children whose parents were exposed.”
Points raised by Hawaii peace activist Jim Albertini
1. A New York State DU factory study showed DU dispersed more than 25 miles away.
2. My understanding is the Army was only prohibited from using DU in training in 1996. It was first used at PTA in 1961 according to the Army. What does that tell you? It tells me that if it was not prohibited in training, it was likely used in training. What about other military branches and foreign countries that have trained at PTA?
3. No mention of other possible DU use than Davy Crockett. Cluster bombs and a wide range of other weapons have been used at PTA, many of which may have involved DU.
4. What does the DOH “ambient background surveys” consist — monitor on for 5 minutes once a month?
5. Offer 24 hour urine tests for PTA and DLNR long term workers in or around PTA, Mauna Kea Park, etc.
6 My understanding is The Waiki’i sample did not rule out the presence of DU
7. Less than 1% of PTA has been tested for DU
8. My radiation monitor Digilert-50, picked up 2 spikes of over 30CPM at Mauna Kea park on Sunday 4/28/13 when background readings were between 5-20 for 3 hours. The wind was coming from the south where DU had been confirmed fired approximately 1 mile from Mauna Kea Park.
9. No mention that spotting rounds bombed for 50 years with high explosives likely would burn the DU. If not where are all the large fragments –unaccounted for, missing?
10. No mention of the horrendous health problems of Fallujah Iraq which was heavily bombed with DU by the U.S. Birth defects, cancers, etc.
11. No mention is made of the Saddle Rd as a possible avenue of exposure to DU. For 50 years the old Saddle Rd came within ½ mile of ranges where DU was used. Signs along the old Saddle Rd read “Live Fire Overhead.” The New Saddle Rd. has resulted in increased traffic which risks exposing more people to DU and transporting DU around the island in the same way little fire ants, cocqui frogs, and weed seeds are transported by vehicles.
12. Uranium in urine: I know of 3 Hilo MDs and a naturopathic doctor who have patients with elevated uranium in their urine found by 24 hour urine tests for heavy metals. Recently I asked the PTA commander as an act of good faith to the community to offer 24 hour urine tests to long-term PTA employees to see if any have elevated uranium readings as well. The commander refused. I’ve asked the DOH to offer similar test to state workers at Mauna Kea park and others who work in the area or travel the Saddel Rd regularly. I am still waiting for a response.
13. Has DU been used at Makua military reservation? Kaho’olawe island and other present or former military ranges in Hawaii? What other ranges are being investigated for possible exposure to DU and what is the status of the investigations?
14. In July 2008, the Hawaii County Council, by a vote of 8-1 passed resolution 639-08. That resolution called for the military to take 8 actions to address the potential hazard of DU, including “a complete halt to B-2 bombing missions and to all live-firing exercises and other activities at the Pohakuloa Training Area that create dust until there is an assessment and clean up of the depleted uranium already present.” The seven other actions called for establishing a permanent high tech monitoring system to ensure air quality control; citizen monitoring system to work with the military to assure transparency and community confidence; host quarterly meetings to update and inform the public; ensure permanent funds are available for the monitoring programs; provide a liaison to the County of Hawaii to facilitate communication; provide semiannual reports to the County summarizing DU monitoring , detection, and mitigation efforts; the military shall conduct a search of all records for firing DU at PTA and other Hawaii state military sites and release the information to the public.
To date, it does not appear that any of the actions requested of the military by the Hawaii County Council in July 2008 have been taken by the military. Why?
Additional comments by Hawaii Public Health Doctor/researcher, Carol Murry, DrPH: “the information in the draft brochure concerning the discovery of the use of DU in Hawai’i ignored the fact that the military denied its use for several years. Despite statements that the Department of Health has no responsibility concerning DU, the DOH is responsible for the health of its citizens and, thus, does have a duty to be involved. The areas surrounding the military sites where DU was used are vulnerable to exposure and some of the landhas been leased to the military by the state. It appears that the DOH has shared its monitoring methods and results with the NRC and Army, but not its citizens, leading to mistrust. The section on health effects of DU appears to ignore known health issues and to misstate that the only effect is due to chemical toxicity rather than radiation. The section on studies done in Hawai’i doesn’t address the issues of those working at Pohakuloa, those traveling the saddle Rd, or downwind vs. the general population of the Big Island. The section on exposure discusses dust, soil and sediment testing, but not monitoring radiation in the air. Many will not believe or trust the DOH until it works in partnership with concerned citizens, rather than solely in partnership with the military and the ATSDR (Agency for Toxic Substances and Disease Registry).”
DOH brochure statement: “Given the nature of the spotting rounds, the environmental data indicating a low potential for DU to become airborne, and the distance to populated areas, the Agency for Toxic Substances and Disease Registry(ATSDR), a federal health agency, concluded that the general population around PTA is not exposed to DU. The Hawaii Department of Health concurs with ATSDR’s conclusion.”
Conclusion of Malu Aina:
ATSDR and the DOH have not presented credible evidence and good science to support the above statement. More research and testing are needed to determine the amount of DU used at Pohakuloa, its dispersal, and possible health impacts to troops, residents, and visitors alike.
Show the community good faith, transparency, credible evidence, good science, respect, and partnership. To date all are lacking.
