THIS IS A FOLLOW UP TO MY OPPOSITION PETITION ON HAVING THE MONK SEAL'S HABITAT NOT INCLUDE THE MAIN HAWAIIAN ISLANDS (MHI) with the NORTH WESTERN HAWAIIAN ISLANDS (NWHI)
A concerned tax payer was disturbed to hear that the female Monk Seal (#R042) was to be relocated back to the Northwestern Hawaiian Islands from the Main Hawaiian Islands.
He reviewed reports: “Handling Risks and Disease Consideration of Hawaiian Monk Seals in the Main Hawaiian Island by Robert C. Braun, DVM MS, Journal of Clinical Microbiology, March 2000, pages 1258 – 1262 Molecular Characterization of Brucella Strains Isolated from Marine Mammals, Marine Mammal Research Program, Monk Seal, January 30, 2007” and summarized that the relocation of the female Monk Seal back to the Northwestern Hawaiian Island is detrimental to the survival of the Hawaiian Monk Seals. In fact he feels contaminating the environment of Northwestern Hawaiian Islands by introducing diseases that are not found in a managed environment with no fishing and no human interaction..
He felt the relocation should be reviewed scientifically and not by the reasons that was given as “Interaction with Human Beings”.
Presently, there were documents that indicated that the Hawaiian Monk Seals in the Northwestern Hawaiian Islands are decreasing even with the managed environment. The Monk Seal Population around the Main Hawaiian Islands continues to increase in a “unmanaged” environment. With this thought, there is something wrong with this relocation, by sending a Hawaiian Monk seal into a environment where the population is decreasing is like sending this mammal to a death sentence.
Now with this knowledge, the following questions are necesary and must be addressed:
1. Will all agencies supporting this relocation be held responsible and liable if the Monk Seal does transmit any known diseases?
2. What is the motive of these agencies in relocating the Female Monk Seal?
3. What justification is there for the relocation of Monk Seal #R042? Because the Monk Seal is interacting with Humans? Is this a substantial reason?
4. Where are all of the Agencies that want to protect this species? KAHEA, Center for Biological Diversity, NOAA? How do they feel about this relocation and the possible future effects of the relocated Monk Seal with the other Monk Seal Population in the Northwestern Hawaiian Islands?
5. If the Monk Seals are cleared to be relocated, he is requesting all documents to prove that the Hawaiian Monk Seal is cleared of all the diseases that the reports had indicated, (Brucella, Distemper, Leptospira, West Nile Virus, Dengue Fever, Heartworm, Toxoplamosis, Parvoviruses, Adenoviruses, Influenza and Corona Viruses).
6. Why would all Agencies agree to relocate this one female Monk Seal and jeopardize the entire population of the Northwestern Hawaiian Islands?
7. There is a perception that the agencies that are supporting the relocation of Monk Seal #R042 back to the Northwestern Hawaiian Islands are creating a detrimental environment that may cause the acceleration of the decrease population of the endangered Hawaiian Monk Seal. Is this the ultimate justification for these Agencies to seek more Federal Funding?
8. When all is said, are the agencies going to put the entire Hawaiian Monk Seal population in the Northwestern Hawaiian Islands at risk for one relocated Hawaiian Monk Seal who has interacted with the Human Population? Is this a good reason or is it for future funding from the Federal Government?
With all of this information, he is requesting responses to his questions prior to the relocation of the female Monk Seal #R042 to the Northwestern Hawaiian Island. He is affording the agencies involved to respond to his questions and will give them a deadline of Wednesday, March 11, 2009. If there are no timely responses to his inquiry, he will send a copy of his correspondence along with copies of the reports mentioned earlier to his Congressional Representatives and also President Obama requesting the following;
1. Complete “Fiscal” review of this program.
2. Request that the Secretary of Interior and the Secretary of Commerce to review the relocation of Hawaiian Monk Seal #R042 and ascertain if there are any violation of the “Endangered Species Act and the Marine Mammal Protection Act” and take appropriate action.
He is not an environmentalist or belong to any watch group, he is just a concerned tax payer who has viewed many Conversancy Agencies requesting Federal Funding to complete a project with no end result. He sees more request for continued Federal Funding to do studies with no documented summary results of the study or what the expenditure was for the funding. He feels it is about time that these groups are held responsible to the tax payers of this Nation.
