Obama may have a criminal past...

This is an article written by an ex IRS investigator....very interesting.

Trump is correct, Barry Soetoro, AKA Obama is hiding something in his past that is very bad... and it may not be his citizenship. (Trump would not say this if he did not know something and he has the money to get the dirt...)

As an IRS tax examiner,one of many former federal jobs, I have seen what it appears Barry Soetoro has done, mostly by illegal aliens attempting to acquire a new identity in the U.S and/or criminals looking to acquire a new ID.

Barry, AKA Obama, was lawfully adopted by a foreign national, Lolo Soetoro, and Barry's name was legally changed to "Barry Soetoro". (Barry’s own admission) Barry Soetoro was also made an official legal Indonesian citizen. (again Barry’s own admission) The adoption would be noted in Barry's vital statistics record in Hawaii on his original birth certificate...

OR Lolo Soetoro may have always been Barry's legal birth farther. The public does not know for sure at this point who Barry's father really was and Barry himself may not know.

Barry was raised as a Muslim in Indonesia and attended a Catholic funded school that permitted all faiths to attend.

Barry's mother dropped him as a dependent for some reason, maybe even when Barry was adopted by Lolo Soetoro. His mother's passport records dropped Barry as a dependent indicating Barry was no longer a legal dependent of his mothers. (The passport records of his mother have been produced showing Barry was no longer a dependent when Barry was permanently residing in Indonesia.) Barry went to Hawaii to live with his alleged grand parents after Lolo Soetoro and Barry's mother divorced.

A "certificate of live birth" can have names changed on it including a child's birth name, and birth parent’s names. Even a modified date of birth can be on a "certificate of live birth". This occurs frequently for adopted children where the birth parent does not want the child to know who they are. The public has no idea who Barry’s real birth father is or who Barry’s real birth mother is. (Barry could have been adopted by his mother) The original birth certificate is the only legal vital statistics record of a person’s birth parents, birth location, birth date, etc… I can get a “certificate of live birth” for a dead person; I cannot get a birth certificate of a dead person without “Deceased” on it. (I’ve tried)

There is no evidence Barry Soetoro ever lawfully changed his name to “Barrack Hussein Obama”. There is no proof Barry Soetoro was born with the name "Barrack Hussein Obama". I’m willing to bet the name “Barrack Hussein Obama” is not present on the real birth certificate as Barry’s birth name or as Barry’s birth father. I have pictures of me with my mother and Jimmy Buffet… that doesn’t make him my father even if I start using the name Jimmy Buffet.

The public knows Barry Soetoro finished high school in Hawaii as Barry Soetoro and attended Occidental as Barry Soetoro where he did drugs and flunked out of school. After dropping out of Occidental, Barry showed up in New York, homeless and on drugs. (Barry’s own admission) Barry then hooked up with a Pakistani to live with and traveled back to Indonesia on his new boyfriend’s dime to renew his Indonesian passport and traveled to Pakistan with him.

Ask any law enforcement officer in a large city or detective and they will tell you homeless young men on drugs in large cities usually end up as male prostitutes. Barry ended up as a world traveler with a degree… (Not likely)

Barry Soetoro returned to New York from Pakistan and began using the fictitious name “Obama” for some reason. (again Barry Soetoro’s own admission) One could only suspect that a person addicted to drugs returning from Pakistan to New York, the main route for Afghan heroin into the U.S., maybe Barry had a reason to start using a new name. There are literally over 1 million open warrants on file in New York… maybe Barry is one of them?....

After spending some time in New York allegedly working under the name “Obama”, It appears Barry used the fictitious name "Barrack Hussein Obama" for the first time to file his federal taxes in Connecticut at a Post Office Box for the purpose of evading paying taxes in New York and /or to establish a new identity. (This is a felony with no statute of limitation.)

When the IRS received Barry Soetoro’s federal tax filing, the IRS could not attach the name Barrack Hussein Obama to the SSI number provided or the address provided. So the IRS assigned the fictitious name "Barrack Hussein Obama" a tax ID number for a person from Connecticut (Where Barry unlawfully filed a federal tax form using a false name). Barry Soetoro began using the tax ID number as his SSI number when using the fictitious name Barrack Obama. This is why Barry Soetoro has a Connecticut SSI number. When I worked for the IRS, I saw this occur more than once and yes, it is a felony to knowingly file a fraudulent federal tax forms. Most of the politicians that cheat on their taxes claim it was an accident. That is how they get away with their tax cheat crimes. Using a fake name is no accident.

It appears Barry fled New York to Chicago using his new identity to get a job . He likely ordered a fake diploma to bolster his new identity as "Obama". Fake Diploma's were very big in the 80's and diploma mills were even being used by federal workers to get promotions. There is evidence his alleged attendance at Columbia was faked (Barry never attended Columbia) and Barry lied his way into Harvard (he had no transcripts to get in)... Including telling the Saudi royal family he was fighting in Afghanistan with the Muslim Jihad against the Russians, so they would help him get into a law school.

The Saudi's apparently loved Barry's story of Jihad in Pakistan/Afghanistan and paid for Barry to attend Harvard under the name "Obama". The Saudi family has admitted to paying for Obama to attend Harvard and gave Harvard a gift of $20 million dollars. Harvard in turn made their special attendy President of the law review a person that never wrote a single law review.... I guess that is what $20 million buys at Harvard.

It is unlikely Barry was a Jihadist and was most likely a drug mule if anything, maybe even a CIA street hire to haul Afghan heroin back to New York, so the Afghans could buy U.S. made stinger missiles with U.S. dollars to shoot down Russian helicopters?... I hired people over seas to do work below my pay grade all the time, even foreign nationals... I think this is the story Barry told the Saudi's, but he was most likely really just a drug mule/dealer and probably still wanted on an outstanding warrant in New York.

After I looked at Barry’s selective service filing I noticed it was most likely fraudulent too based on the name he used. Barry did not start using the name "Obama" until he returned from Pakistan (long after he flunked out of school in California) His selective service record (maintained in Chicago coincidentally) shows he registered at a Hawaiian post office as “Obama” in Sept 1980... Problem, Barry was getting high in California at Occidental in Sept 1980 (Barry's own admission) and was not using the fictitious name "Obama" at that time. Barry began using the fictitious name "Obama" only after he returned from Pakistan. The selective service filing is fraudulent.

NEW NOTE - On the the Selective Service Registration, Barry did not have the Connecticut Tax ID number he used on the Registration until after he began using the name "Obama" in New York. More evidence his Selective Service filing is fraudulent.

Barry returned to Chicago and attend a semi-christian radical black church with his first female love Michelle. Barry admits keeping in touch with Phil Boener, who traveled to New York from Occidental to be with Barry and was most likely Barry's first love.

Barry still could not get a real job, because he was still a fraud, even with his Harvard degree in hand he could lie and take the Bar exam, but he could not work as a lawyer for a major law firm without a back ground investigation and he would never pass one. So, Michelle got Barry a job at her law firm. Barry never filed a case alone and never filed a motion. He wrote lost of memos according to the law firm where Barry worked. (I think they know Barry is a fraud and don't want to be sued by previous clients) Barry rescinded his law licenses, so as not to be disbarred for fraud. The Bar knows Barry lied on his application. Michelle also had to turn over her law license for her involvement in corruption with the Chicago mayors office.

With time on his hands Barry, a well spoken black man, was able to get elected to a state office, oddly because he looked for fraud in his opponents voter registrations and got his opponent disqualified from running. Barry a well versed liar was a natural in state politics. He used his political influence to get himself a position as a lecturer at Chicago's law school. Barry embellished this position as a "professor of law" which everyone knows is completely false. Barry was not a professor or even a specialist at anything but lying.

On a whim Barry ran for United States Senate for the State of Illinois. Politicians do this all the time to make a name for themselves even if they can't win. At the time the Republican Ryan was a shoe in for the Senate seat, so no real Democrat contenders entered the race, but Barry did. On a fluke after the primary Ryan's wife Jeri Ryan (Seven of nine from Star Trek) went public that her husband was making her have sex with other people while he watched. Ryan dropped out and Alan Keys moved from Maryland to run against Barry Soetoro.

The election got all kinds of press because there was no blacks in the U.S. Senate and one of these black men was going to be a Senator. Alan Keys did his best to warn everyone Barry was not who he claimed to be, but the public saw him as a carpet bagger. Barry kept the lie going and presented himself as a clean black man that talked like a white man... Illinois elected Barry to U.S. Senate. The Democrats had already began scrubbing Barry's back ground when Ryan dropped out.

Phil, Barry's boy friend from Occidental, was found working in California as a communications specialist (receptionist) for a dental hygienist school and given a diploma from Columbia and cover story. The rest of Barry's drug friends were all given jobs or money by the Democrat machine to keep quiet.

Because Barry was such a news maker as the only Black in the Senate, and he could speak like a white man he was made key speaker for the Democrat convention. Barry then decided to run for President to keep the lie going. No one thought to question Barry's back ground in the Democrt party... They helped cover up the ugly back ground. The only person jumping up and down warning Barry was not who he claimed to be was Alan Keys and he was discarded as just an angry loser.

Now we have a complete fraud sitting in the Office of the President. Clearly the most corrupt, inexperienced, and ignorant President in the history of the United States who's only quality is that he can lie with a straight face.

Barry Soetoro is as much of a fraud as Bernie Madoff and his house of cards will soon fall down.

Comment by Rick Perry on April 25, 2011 at 8:49am: OTM's are one of the biggest problems at the borders, OTM(other than mexican) have been increasing every year since 2003, they consist of Iraqi, Syrian, Jordanian, Iranian...etc...Based on U.S. Border Patrol statistics there were 30,147 OTMs apprehended in FY2003, 44,614 in FY2004, 165,178 in FY2005, and 108,025 in FY2006. Most of them were apprehended along the U.S. Southwest border. Not to even bring into account that Hamas and Al Qu'ieda have been training Drug Cartels how to make bombs. We have a serious problem at the border that doesn't even include illegal immigration from Mexico. We won't wake up though until someone blows up a building in Houston, or Dallas, or takes an Airplane and crashes it like 9/11.

Jennifer you seriously need some spelling lessons. I also am not against immigration reform,but I am

strongly against having wide open borders. Twelve to twenty million Mexicans and others are in America illegally. America is the only country on earth whose borders are not controlled by the military. Obama will push for amnesty and citizenship for the illegals because without them he won't get a second term. If you are caught illegally in Mexico, you get 2 years in prison. If you get caught a 2nd time you get 12 years in prison.

But anybody whose head is not in the sand or some other dark place knows that most of the Earth's countries are having tough times. Many countries have spent themselves into financial troubles. Greece is a perfect example. Will America be the next Greece. I know no country that will bail us out. Obama will try to get amnesty and instant citizenship for all illegals so they can vote for him. This MUST NOT HAPPEN! Raise hell about it with your Congressmen & women do that they won't allow it to happen.

A Short History of FBI COINTELPRO

The FBI and police used secret and systematic methods of fraud and force

[Editor's note: More information on COINTELPRO in the Bari case is available at the Monitor Judi Bari index. Much of the following was taken from Brian Glick's book War At Home: Covert Action Against U.S. Activists and What We Can Do About It, (South End Press; Boston, 1989), a source for detailed and documented information on the history of domestic covert action against movements for social change.]

In early 1971, the FBI's domestic counterintelligence program (code named "COINTELPRO") was brought to light when a "Citizens Committee to Investigate the FBI" removed secret files from an FBI office in Media, PA and released them to the press. Agents began to resign from the Bureau and blow the whistle on covert operations. That same year, publication of the Pentagon Papers, the Pentagon's top-secret history of the Vietnam War, exposed years of systematic official lies about the war.

Soon after, it was discovered that a clandestine squad of White House "plumbers" broke into Daniel Ellsberg's psychiatrist's office in an effort to smear the former Pentagon staffer who leaked the top-secret papers to the press. The same "plumbers" were later caught burglarizing the Watergate offices of the Democratic National Committee. By the mid-1970's Senate and House committees launched formal and lengthy inquiries into government intelligence and covert activities. These investigations revealed extensive covert and illegal counterintelligence programs involving the FBI, CIA, U.S. Army intelligence, the White House, the Attorney General, and even local and state law enforcement, directed against opponents of government domestic and foreign policy. Since then, many more instances of these "dirty tricks" have been revealed.

When congressional investigations, political trials and other traditional legal methods of repression failed to counter the growing movements of the 1950s, '60s and '70s, and even helped fuel them, the FBI and police moved outside the law. They used secret and systematic methods of fraud and force, far beyond mere surveillance, to sabotage constitutionally protected political activity. The purpose of the program was, in FBI Director J. Edgar Hoover's own words, to "expose, disrupt, misdirect, discredit and otherwise neutralize" specific groups and individuals. Its targets in this period included the American Indian Movement, the Communist Party, the Socialist Worker's Party, Black Nationalist groups, and many members of the New Left (SDS, and a broad range of anti-war, anti-racist, feminist, lesbian and gay, environmentalist and other groups). Many other groups and individuals seeking racial, gender and class justice were targets who came under attack, including Martin Luther King, Cesar Chavez, the NAACP, the National Lawyer's Guild, SANE-Freeze, American Friends Service Committee, and many, many others.

The Reagan Administration reinvigorated covert action

The public exposure of COINTELPRO and other government abuses resulted in a flurry of apparent reform in the 1970s, but domestic covert action did not end. It has persisted, and seems a permanent feature of our government. Much of today's domestic covert action can also be kept concealed because of government secrecy that has been restored. The Freedom of Information Act (FOIA), a source of major disclosures of COINTELPRO and other such activities, was drastically narrowed in the 1980s through administrative and judicial reinterpretation, as well as legislative amendment. While restoring such secrecy, the Reagan Administration also reinvigorated covert action, embracing its use at home and abroad. They endorsed it, sponsored it, and even legalized it to a great extent.

Much of what was done outside the law under COINTELPRO was later legalized by Executive Order 12333 (12/4/81). There is every reason to believe that even what was not legalized is still going on as well. Lest we forget, Lt. Col. Oliver North funded and orchestrated from the White House basement break-ins and other "dirty tricks" to defeat congressional critics of U.S. policy in Central America and to neutralize grassroots protest. Special Prosecutor Walsh found evidence that North and Richard Secord (architect of the 1960s covert actions in Cambodia) used Iran-Contra funds to harass the Christic Institute, a church-funded public interest group specializing in exposing government misconduct.

North also helped other administration officials at the Federal Emergency Management Administration develop contingency plans for suspending the Constitution, establishing martial law, and holding political dissidents in concentration camps in the event of "national opposition against a U.S. military invasion abroad." There were reports of similar activities and preparations in response to the opposition to the Gulf War in 1991. Even today, there is pending litigation against the FBI involving alleged misconduct in connection with the near-fatal bombing of Judi Bari.

Domestic Covert Action Methods

Although covert action will be adapted to changing social and technological conditions, only a limited number of methods exist. A study of COINTELPRO revealed four basic approaches.

First, there was infiltration. Agents and informers did not merely spy on political activists. The main purpose was to discredit and disrupt. Their presence served to undermine trust and scare off potential supporters. They also exploited this fear to smear genuine activists as agents.
Second, there was psychological warfare from the outside. They planted false media stories and published bogus leaflets and other publications in the name of targeted groups. They forged correspondence, sent anonymous letters, and made anonymous telephone calls. They spread misinformation about meetings and events, set up pseudo movement groups run by agents, and manipulated or strong-armed parents, employers, landlords, school officials and others to cause trouble for activists.
Third, there was harassment through the legal system, used to harass dissidents and make them appear to be criminals. Officers gave perjured testimony and presented fabricated evidence as a pretext for false arrests and wrongful imprisonment. They discriminatorily enforced tax laws and other government regulations and used conspicuous surveillance, "investigative" interviews, and grand jury subpoenas in an effort to intimidate activists and silence their supporters.
Fourth and finally, there was extralegal force and violence. The FBI and police threatened, instigated and conducted break-ins, vandalism, assaults, and beatings. The object was to frighten dissidents and disrupt their movements. In the case of radical Black and Puerto Rican activists (and later Native Americans), these attacks, including political assassinations, were so extensive, vicious, and calculated that they can only be accurately called a form of official "terrorism."

I haven't read all of the comments but you can bet you last dollar that if there is an issue with Obama's nationality Trump will discover it.

The question is: Is Obama a US citizen and eligible to be president?

I just can't see Trump politically capitalizing on this identity issue knowing the disastrous consequences of such a discovery putting the country into a constitutional crisis for political gain. I don't think that that Trump would let the cat out of the bag now but instead wait until Obama is out of office and deal with damage control when an entirely different and ligitamate administration is in charge.

WASHINGTON – The reshuffled national security team President Barack Obama introduced on Thursday will be charged with fighting not only the overseas war in Afghanistan but also budget battles on the home front over Pentagon spending that has ballooned into a fat target for deficit hawks.

His own re-election campaign approaching, Obama turned to a cast of familiar and respected officials for the most sweeping reworking of his national security team since the opening weeks of his presidency. He invoked the political upheaval and violence roiling the Middle East, the nearly 10-year-old Afghan war and the hard cost-cutting decisions ahead as the country tries to reduce its crushing debt.

"Given the pivotal period that we're entering, I felt that it was absolutely critical that we had this team in place so that we can stay focused on our missions, maintain our momentum and keep our nation secure," Obama said at the White House.

In the biggest change, CIA Director Leon Panetta will replace Defense Secretary Robert Gates when Gates makes his long-planned exit this summer. In remarks introducing the Cabinet and Afghan war leaders, Obama also bade farewell to Gates after a tenure begun more than four years ago under President George W. Bush.

Gen. David Petraeus, the high-profile commander of the wars in Iraq and Afghanistan, will replace Panetta at the CIA in the fall, after helping to manage the first steps of a drawdown of U.S. troops in Afghanistan over the summer.

Marine Corps Lt. Gen. John Allen will succeed Petraeus as the top commander in Afghanistan, and seasoned diplomat Ryan Crocker will take over as ambassador there. The new team in Kabul will manage the planned shift toward a back-seat role for the United States and its NATO partners, as Afghan security forces gradually assume responsibility. Both Allen and Crocker have experience with a similar transition in Iraq, and with the effort there to broker deals with former militants and political rivals that U.S. officials want to mirror in Afghanistan.

"These are the leaders that I've chosen to help guide us through the difficult days ahead," Obama said in the White House East Room with Gates, Panetta, Petraeus and other top officials by his side.

"I will look to them and my entire national security team for their counsel, continuity and unity of effort that this moment in history demands."

There are no new names among the group — all are current or former government officials with long resumes in Washington or in battle zones — and the long-pending reorganization is less a shake-up than a rearrangement of a team the White House credits with an orderly winding down of the Iraq war and the troop buildup in Afghanistan.

Members of the new slate also have handled the sometimes-contentious relations with Pakistan and other countries key to success in Afghanistan and in the wider fight against terrorism.

The changes, which require Senate approval, come as the Obama administration confronts numerous national security challenges at home and abroad, including finding a way out of the increasingly unpopular war in Afghanistan and making politically risky cuts to the Pentagon budget.

Gates and Obama's four new nominees took turns speaking after the president, several of them delivering grave messages about the challenges confronting a nation burdened with overseas conflicts and budget deficits.

By persuading Panetta to move from the spy agency to the Pentagon, Obama has turned to a widely respected Washington insider and veteran of fierce budget fights as the administration prepares for intensifying political battles over shrinking an estimated $1.6 trillion annual federal deficit.

The choice of Panetta, who was budget chief under Democrat Bill Clinton, suggests the president sees Pentagon budget-cutting as a major issue. Gates, who oversaw a turnaround in the Iraq war in 2007 and pushed for a bigger troop commitment in Afghanistan last year, is known to believe that his cost-cutting initiatives are the most important features of the legacy he will leave after more than four years in office.

Gates has come up with $400 billion in cuts in the defense budget for the next 10 years, and Obama has asked him to come up with $400 billion more, a task that will now fall to Panetta.

Gates' arrival at the Pentagon in December 2006 began a period of major shifts in U.S. defense policy, including a more muscular approach in Iraq, an expansion of the heavily stressed Army and Marine Corps, a more conciliatory approach to Washington's European allies and better Pentagon relations with Congress. By the time he leaves June 30, Gates will be the fourth-longest serving Pentagon chief in history.

Benefiting in part from comparisons to his more combative and controversial predecessor, Donald H. Rumsfeld, Gates developed and nurtured a reputation for candor, common sense and collegiality that gave him sway on Capitol Hill and a strong voice on Obama's national security team.

A native of California, Panetta spent 16 years as a member of the House of Representatives, including his final four years as chairman of the Budget Committee. He joined the Clinton administration in January 1993 as budget chief and in 1994 became the White House chief of staff. In those roles he had extensive contact with Hillary Rodham Clinton, who as Obama's secretary of state has put a strong emphasis on cooperation between the State Department and the Pentagon.

"Today, we are a nation at war. And job one will be to ensure that we remain the strongest military power in the world to protect that security that is so important to this country," Panetta said at the White House.

"Yet, this is also a time for hard choices. It's about ensuring that we are able to prevail in the conflicts in which we are now engaged, but it's also about being able to be strong and disciplined in applying our nation's limited resources to defending America."

Obama's emphasis on continuity in his national security team is reflected also in his expected choice of Marine Gen. James Cartwright to succeed Navy Adm. Mike Mullen as chairman of the Joint Chiefs of Staff when Mullen retires at the end of September.

Cartwright, like Mullen and Gates, is a holdover from the Bush administration; his second two-year term as vice chairman of the Joint Chiefs ends in August. If he does succeed Mullen he will be only the second Marine ever to be the top U.S. military officer. The other was Gen. Peter Pace, who preceded Mullen.

Until recently, Petraeus had seemed the most obvious choice to succeed Mullen, given his extensive experience as a top commander.

Stephen Biddle, a military expert at the Council on Foreign Relations who has periodically served as a civilian adviser to Petraeus, said in an interview that he suspects Obama chose not to pick Petraeus as the next chairman because the two men don't have a close relationship. That left the CIA as one of the few good options for keeping Petraeus in a job suitable to his skills.

"You probably don't want to create an impression that you fired him," Biddle said. "And how many other jobs are there that are appropriate for somebody of Petraeus' stature?"

Obama fits the natural born citizen clause at birth which is foremost as declared by the State of Hawaii. Unlike McCain which they claim that he is a natural born citizen based on ther fact that he was born on a military base in Panama. It is said that outlying possessions of the U.S., inhabitants generally have U.S. nationality but not U.S. citizenship.

Within the meaning of the 14th amendment, a child born on U.S. military installations abroad and U.S. diplomatic or consular facilities, the child born on premises is not subject ti the jurisdiction of the U.S. and doesn't acquire U.S. citizenship by reason of birth. Also 30 July 2002, the U.S. District D.C. ruling, Rasul v. Bush, - no jurisdiction because Guantanamo Bay Naval Base is NOT a U.S. sovereign territory; thus neither is Panama Canal / Panama where McCain was born.

Conclusion is the issue is race-based as pushed by the Tea Party Group and the news media; no matter how they deny it.

Where the Hawaiian belligerent occupation by the U.S. is concerned,, common law and law of occupation, the child of ambassador or other diplomatic agent of a foreign state or of an alien enemy in hostile occupation of the place wherre child is born is not natural born of that country (Hawaii) but maintains citizenship of the parents unless naturalized (to Hawaii) under the Kingdom of Hawaii laws.

  WASHINGTON – The reshuffled national security team President Barack Obama introduced on Thursday will be charged with fighting not only the overseas war in Afghanistan but also budget battles on the home front over Pentagon spending that has ballooned into a fat target for deficit hawks.
  
  His own re-election campaign approaching, Obama turned to a cast of familiar and respected officials for the most sweeping reworking of his national security team since the opening weeks of his presidency. He invoked the political upheaval and violence roiling the Middle East, the nearly 10-year-old Afghan war and the hard cost-cutting decisions ahead as the country tries to reduce its crushing debt.
  
  "Given the pivotal period that we're entering, I felt that it was absolutely critical that we had this team in place so that we can stay focused on our missions, maintain our momentum and keep our nation secure," Obama said at the White House.
  
  In the biggest change, CIA Director Leon Panetta will replace Defense Secretary Robert Gates when Gates makes his long-planned exit this summer. In remarks introducing the Cabinet and Afghan war leaders, Obama also bade farewell to Gates after a tenure begun more than four years ago under President George W. Bush.
  
  Gen. David Petraeus, the high-profile commander of the wars in Iraq and Afghanistan, will replace Panetta at the CIA in the fall, after helping to manage the first steps of a drawdown of U.S. troops in Afghanistan over the summer.
  
  Marine Corps Lt. Gen. John Allen will succeed Petraeus as the top commander in Afghanistan, and seasoned diplomat Ryan Crocker will take over as ambassador there. The new team in Kabul will manage the planned shift toward a back-seat role for the United States and its NATO partners, as Afghan security forces gradually assume responsibility. Both Allen and Crocker have experience with a similar transition in Iraq, and with the effort there to broker deals with former militants and political rivals that U.S. officials want to mirror in Afghanistan.
  
  "These are the leaders that I've chosen to help guide us through the difficult days ahead," Obama said in the White House East Room with Gates, Panetta, Petraeus and other top officials by his side.
  
  "I will look to them and my entire national security team for their counsel, continuity and unity of effort that this moment in history demands."
  
  There are no new names among the group — all are current or former government officials with long resumes in Washington or in battle zones — and the long-pending reorganization is less a shake-up than a rearrangement of a team the White House credits with an orderly winding down of the Iraq war and the troop buildup in Afghanistan.
  
  Members of the new slate also have handled the sometimes-contentious relations with Pakistan and other countries key to success in Afghanistan and in the wider fight against terrorism.
  
  The changes, which require Senate approval, come as the Obama administration confronts numerous national security challenges at home and abroad, including finding a way out of the increasingly unpopular war in Afghanistan and making politically risky cuts to the Pentagon budget.
  
  Gates and Obama's four new nominees took turns speaking after the president, several of them delivering grave messages about the challenges confronting a nation burdened with overseas conflicts and budget deficits.
  
  By persuading Panetta to move from the spy agency to the Pentagon, Obama has turned to a widely respected Washington insider and veteran of fierce budget fights as the administration prepares for intensifying political battles over shrinking an estimated $1.6 trillion annual federal deficit.
  
  The choice of Panetta, who was budget chief under Democrat Bill Clinton, suggests the president sees Pentagon budget-cutting as a major issue. Gates, who oversaw a turnaround in the Iraq war in 2007 and pushed for a bigger troop commitment in Afghanistan last year, is known to believe that his cost-cutting initiatives are the most important features of the legacy he will leave after more than four years in office.
  
  Gates has come up with $400 billion in cuts in the defense budget for the next 10 years, and Obama has asked him to come up with $400 billion more, a task that will now fall to Panetta.
  
  Gates' arrival at the Pentagon in December 2006 began a period of major shifts in U.S. defense policy, including a more muscular approach in Iraq, an expansion of the heavily stressed Army and Marine Corps, a more conciliatory approach to Washington's European allies and better Pentagon relations with Congress. By the time he leaves June 30, Gates will be the fourth-longest serving Pentagon chief in history.
  
  Benefiting in part from comparisons to his more combative and controversial predecessor, Donald H. Rumsfeld, Gates developed and nurtured a reputation for candor, common sense and collegiality that gave him sway on Capitol Hill and a strong voice on Obama's national security team.
  
  A native of California, Panetta spent 16 years as a member of the House of Representatives, including his final four years as chairman of the Budget Committee. He joined the Clinton administration in January 1993 as budget chief and in 1994 became the White House chief of staff.
