Best Answer: I don't believe that all of the United States formally consider themselves states - I know that at least a couple use the term "commonwealth".
A state is any self-governing entity composed of citizens and a government. The government makes laws and has a qualified legal supremacy over other governing bodies to make laws and regulate activity within its borders. Though the word "state" is often used to describe any of the component states of the USA rather than a single nation, "state" can be used to describe a separate country. In fact, even after independence, the original states did consider themselves sovereign (printing their own money, excluding overreach by the national government).
Your state should have borders, a capital, and a government composed of a branch that creates laws (legislative), a branch that enforces the laws and provides for regulatory agencies (the executive branch) and a civil and criminal court system."

There is one (1) Illegal State called Hawaii due to the identity theft of a foreign nation called the Kingdom of Hawaii.

SUMMARY
The United States is made up of 45 States and four (4) Commonwealth States.
The claim to having 50 States is erroneous, illegal, and False.
The Identity Theft documented through the PA PELEKANE case/In Re: Title of Pa Pelekane, 21 Haw. 175 shows in the Attorney Generals brief: (5) That the Territory, as successor to the Kingdom of Hawaii..." is a lie, a fraud, a deception, a SHAM because successors to the Kingdom of Hawaii exists and the successors are the bloodlines of the Royal Families, the descendants/heirs/hanai/adopted children of Kamehameha the founder of the Monarchy Government and his son the founder of the Constitutional Monarchy Government in the Hawaiian Islands.
Because the real Kingdom of Hawaii exists, this means that the claimed State of Hawaii is Not a government entity but a deception introduced by those False Flag operatives who claims Hawaii to be theirs recognized by nations w;ho moved to pirate, pillage, plunder upon the lands, assets, mineral rights, water through Identity theft and disregarding the fact that Kamehameha III - Kauikeaouli documented that " The Resolutions, passed in December, 1849, granting to my Subjects, engaged in the cultivation of the soil, Allodial Titles to the portions they occupied, confirmed by the Act of the 6th of August last, and the Act of the 10th of July, 1850, allowing to Aliens to acquire and convey lands, in fee simple..." He also documented disabilities documenting that the United States, England, France etc. could not own alodio or fee simple.
The facts that the Army, Navy and Federal Officials aided in developing a Territory entity out of claiming it to be the successor is part of the War Crimes documented being that the U.S. President is their head as shown below:
